Help for Unemployed and Under Insured Workers (COBRA) in the Economic Stimulus Package
Continuing with my in depth coverage of "Your Money in the Stimulus" series, it is was good to see that the final version of President Obama's economic stimulus package retained benefits for the unemployed, disabled and under insured. With millions of workers facing a prolonged period of unemployment and more lay-offs being announced every day, it is critical that workers are given support as they search for the few new jobs or re-train to develop new skills. In particular from an economic perspective, it is important for them to continue spending (within reason), have health insurance for their family and be able to pay the mortgage or rent on their home. What is COBRA and am I covered? According to the Department of Labor : COBRA provides certain former employees, their spouses and dependent children the right to temporary continuation of health coverage at group rates. This coverage, however, is only available when coverage is lost due to certain specific events. Group health coverage for COBRA participants is usually more expensive than health coverage for active employees, since usually the employer pays a part of the premium for active employees while COBRA participants generally pay the entire premium themselves. To be eligible for COBRA coverage, you must have been enrolled in your employer's health plan when you worked and the health plan must continue to be in effect for active employees (i.e. if your company goes bankrupt, you will not be covered). In any case always shop around to get the best coverage/rates.
Under the $789 billion economic stimulus plan, which is soon to be approved by Congress, there are a number of measures and subsidies (in addition to worker and home owner tax breaks) to create new jobs and help workers hurt by the recession. Some that will put money directly in your pocket or subsidize your other costs include:

~ Extending and improving unemployment benefits by continuing (through December 2009) the unemployment benefits program (which provides up to 33 weeks of extended benefits) that was scheduled to begin to phase out at the end of March 2009 – thereby helping an additional 3.5 million jobless workers.
~ Increases unemployment benefits for 20 million jobless workers by $25 per week, and encourages states to modernize their user interface systems to keep up with the changing work force with expanded coverage.
~ Temporarily suspend the taxation of some unemployment benefits because every dollar in unemployment benefits creates at least $1.63 in economic activity, according to chief economist Mark Zandi of Moody's Economy.com.
~ Increasing Food Stamp Benefits by over 13% to help offset rising food costs for more than 31 million Americans, half of whom are children.
~ Providing Health Insurance for Unemployed Workers by expanding coverage under the COBRA program to provide a 60% subsidy for COBRA premiums for up to 9 months.
~ Protects health care coverage for millions of Americans during this recession, by providing an estimated $87 billion over the next two years in additional federal matching funds to help states maintain their Medicaid programs in the face of massive state budget shortfalls.
~ Helping workers find jobs by spending $4 billion for job training including formula grants for adult job training, dislocated worker job training, and youth services (including funding for summer jobs for young people); $500 million for Vocational Rehabilitation State Grants to help persons with disabilities prepare for gainful employment; $500 million to match unemployed individuals to job openings through state employment agencies; and $120 million to provide community service jobs to an additional 24,000 low-income older Americans.
~ Provides a payment of $250 to Social Security beneficiaries, SSI recipients, and veterans receiving disability compensation and pension benefits from the VA.

I lost my job over a year, so I assume I don't get any help from this bill. When I go to the unemployment office, they say they have no money for training programs. When are the new programs going to be avaialable to me? Is their a website i can go to?

WTF! What about the rest of us who are working 12 hour days to keep our jobs. I should just quit and get on the benefits that everyone seems to be enjoying on my taxes. I can't tell you how annoyed the whole stimulus package makes me!

I am recently laid off from my temp job and havn't been working at a real job since I was downsized 2 1/2 years ago from my 64,000 a year job. All I have been able to find for work has been $11.00 - $12.00/hr jobs and nothing in my IT field that I worked for over 30 years. What's in the economic stimulus plan for me and my wife and daughter? My daughter now has to come off my wife's health insurance because she just completed her college degree but she will go to grad school in the fall. What is she to do for health insurance? Also we want to sell our house and downsize into something smaller, is there any benefit for a non-first home buyer in Obama's plan?

To the person who say's WTH what about the peole who are working 12 hours a day trying to keep there job's and us unemployed are enjoying there tax dollars.Well mr. or ms. You can go to hell as far as i'm concerned.I have a family of 4 I used to bring home between 500.00 and 600.00 a week and now sense I lost my job because the auto industry went to crap I get 350.00 a week.I would much rather be working again.And I cannot find a job to pay me more than 350.00 so I will continue to draw this money for as long as I can.And who ever you are wait till the day comes when they tell you Friday will be your last day and you have to go through what I have been through.We have lost our vehicles my Harley Davidson.I have to stand in lines and wait hours on end for someone to answer a question that only took them 3 minutes to answer.I hate my life right now I wish to god it was like it was 8 months ago.My relationship with my sons mpther has been overwhelmed with hardships because of the financial problems.You are an inconsiderate person and I think people like you should be fighting our wars and then maybe you would lear to respect people and appreciate others and not kick someone when there down.

To Anon (Rocky). It is unfortunate that you lost your job and are having family hardships, but take some accountanbility for your self instead of blaming the world. I could have told you 5 years ago that the Detroit automakers were about to collapse. They are a terrible business and were only propped by the US government. As you will see today, they are still a mess and should have been allowed to collapse many years ago.
As to your harley davidson, bad luck losing that. Atleast you could afford your own transportation. I catch 2 buses and a train to work (living in NY city). I work like a dog so that my kids can build a future and one day I can save enough to open my own business. But America is chaning to this socialistic society..where we supprt failures. I moved here 10 years ago from an Eastern European war torn country and trust me I have seen brutaility and lived in conditions I would not wish on my worst enemy. For me, the dream to come to America to make something of myself was what kept me going. I was so proud when Obama was elected, but now I see where the country is going and I feel like I am back home....

Wow, some serious discussion going on here. Personally I think that to get the country moving we need to help all groups, but because the lower income or cash strapped groups need more assistance, the initial focus should be on them. I do agree that people need to take responsibility for their own actions, but sometimes life gets ahead of them and they need a helping hand. This is also what makes America great.
@ Charles - Your daughter should get some assistance via the education benefits and you could benefit from the new training programs on offer. Also, as unemployment has been extened and increase there could be some benefits there.
You could do some energy efficient upgrades to your house and see some tax credits that way. Also, with the new home buyer credit the chance of you selling your house has increased. Finally, even though you only found lower paying jobs you should qaulify for the $800 working credit.

Millions of Americans who lost their jobs prior to September 1, 2008 could not afford Cobra. Millions more elected Cobra but have now depleted their resources and can not continue on. Still millions more with pre-existing conditions who rely on cobra to bridge the 18 month gap between their former employers insurance and their state's high risk insurance pools are struggling to pay their premiums every month to prevent being locked out of insurance permanently.
Please join us in asking Congress and the Obama administration to eliminate the arbitrary September 1, 2008 cut-off date and 9 month limitation of assistance by signing our petition at http://www.ipetitions.com/petition/cobrareform and telling your friends about our efforts.

hello my husband was recently laid off receiving unemployment benefits, under the new stimmulas recovery act if he qualifies for the 105% of equity, and payments so far up to date will his unemployment benefit be considered for his income if he can meet all other rules being laid off please reply thank you

I was laid off Jan. 09, my husband Nov. 08. I did'nt start recieving unemployment benefits until end of March. My husband never applied b/c technically his boss/owner of company just cut hours. Funny his bosses daughters boyfriend who worked with my husband still got his 40 hrs. a week! My husband finally regained employment in middle of April but makes just above minimum wage.I have recieved 16 weeks of benefits and have been continuously job searching but still having no luck! The question i have is if within the next 5 weeks i still cannot regain employment how do i qualify,or find out how to get this exstension of benefits? If anyone can provide any info. i would greatly appreciate it b/c trying to get info. from department of LA. Works is like asking for ice water in hell! Again any info. would mean the world to us. I know we will not be able to survive on my husbands pay. Thank u

I think that the temp agencies need to provide training programs for those who may not score as high on the test, so they can work up to the level of excellence. I use to work for manpower and other temp agencies, they have a microsoft word test they give when you apply that is not that hard, but you may be rusty with some of the skills and if they only provided training everyone would be able to work with a temp agency for a period of time or maybe premanently, if only given the opportunity to. So i hope the president would write a letter to the major or the temp agency requesting that they would allow us more of a chance to work on a temperary basics and see if we in 90 days have a good work rating inorder ot stay actively on the job, after which, we should be given the same opportunity as others who may have a degree or not yet.
