2011 Social Security Tax Rate and Witholding – SSI Limits, Coverage, Retirement Earnings and Benefit Base Limit Changes

Updates – For 2012, the SSA has announced a 3.6 percent cost-of-living adjustment (COLA) increase. For 2013, the COLA increase was 1.7%.
____________

The Social Security Administration has officially released the 2011 Social Security and SSI information against the background announcement that there will be no cost-of-living adjustment (COLA) increase next year. The zero COLA adjustment means the monthly Social Security and Supplemental Security Income (SSI) benefits will not automatically increase in 2011. Approximately 60 million Americans who receive some form of SSI will be impacted by this change. Of this group, 65% relied on the SSI benefit as their primary source of income, with the the average Social Security benefits payment worth $1,072 a month. The monthly maximum Federal SSI amounts for 2011 are $674 for an eligible individual and $1,011 for an eligible individual with an eligible spouse.

Since there is no COLA, the social security law prohibits a change in the maximum amount of earnings ($106,800) subject to the Social Security tax as well as the retirement earnings test exempt amounts. This is reflected in the table below where 2010 levels remain unchanged into 2011:

2010-2011 SSI Threshold Changes
Will there be a one-time bonus social security supplement payment in 2011?

In response to the lack of a COLA increase the White House has stepped up pressure on Congress to provide another one-time SSI payment to help the millions of senior citizens who are already furious for not having received the promised 2010 payment. This is a particularly thorny issue for politicians in an election year, already facing issues like expiring bush tax cuts and a mounting federal deficit.

Fortunately, Ways and Means Social Security Chairman Earl Pomeroy recently announced that the House will take up the Seniors Protection Act when Congress reconvenes later this year. The Seniors Protection Act of 2010 (H.R. 5987) will provide a $250 payment to qualified Social Security recipients. Congressman Pomeroy received assurances today from Speaker of the House Nancy Pelosi, and Ways and Means Chairman Sander Levin that this bill will be brought to the House floor and passed when the House reconvenes in November

Medicare Premium change in 2011

Another impacted issue with the lack of a COLA increase are Medicare premium changes in 2011. The Department of Health and Human Services has not yet announced if there will be any Medicare premium changes for 2011. Should there be an increase in the Medicare Part B premium, the law contains a “hold harmless” provision that protects more than 70 percent of Social Security beneficiaries from paying a higher Part B premium, in order to avoid reducing their net Social Security benefit. Those not protected include higher income beneficiaries subject to an income-adjusted Part B premium and beneficiaries newly entitled to Part B in 2011. In addition, almost 20 percent of beneficiaries have their Medicare Part B premiums paid by state medical assistance programs and thus will see no change in their Social Security benefit. The state will be required to pay any Medicare Part B premium increase.

I will continue to provide updates on a potential 2010 or 2011 bonus one-time SSI payment, to make up for the lack of a COLA increase, and encourage you to subscribe (free) via Email or RSS to get the latest news.

In reading the comments posted here and the degree of education they display, it is little wonder the country is in the situation it is in. What I see here is comments from people that have failed to take responsibility for themselves. Most of the comments are from takers who failed to plan, most likely dropped out of school and spent most of their earnings, if they indeed had any, pleasing themselves.
Do we have the government I would like to see? No! Our government is more about buying votes to support people who have failed to provide for themselves and now take the government to task for failing to do what they failed or would not do.
There are a good many individuals who deserve support, but not many of them have posted comments here. Social Security was never designed to provide for full needs and it was not designed for all it is used for now. Social Security was designed for those who paid into it over a life time and then provide only a supplement to the individuals own savings or provide retirement plans. The sad truth is those who failed to take advantage (many of your writers) of our free education are now paying for their stupidly. Those entering our country now (for the most part) are hard workers who pay their share of taxes and have only ask for an opportunity to build a better life for their families. It amazes me how they can come here with nothing and create an exceptional life and individual (your writers) born here cannot. How many of them would write the uneducated comments listed here?
Americans, such as most of your contributors, should take responsibility of their current plights and be thankful for what other hard working people are providing for them, even if it may not be enough. Each should be thankful for what he/she is given and aware of his/her own self imposed failures.

if we gave back a dollar to the ssi fund and contrubited another dollar to are political fund and 25 cents to a monthly lottery for the disabled one winner from ever county. might not be a great amount of money but a little to look foward to, and the taxed lottery half go’s straight to getting our country out of debt.( it is a start) and the congress of these united states would look apone us as a partner rather than a hole in the ground and they would fight harder for our rights …just a thought..

Why is it that congress gets raises? Why can’t they say no to that money and help us americans who put them in office? They are only thinking of themselves, the president too,he can give up some of the money he gets a year. These people don’t care about us,we are forgotten.Us seniors are too old to work.Work is just too hard to find, especially for our ages. The bosses want young workers, they will be at the job longer than we would.Us seniors are promised a $250 stimulous check to help us then they renig on us and we seniors are disappointed. We need that money to help us for extra food or our bills.Congress should try living on what we get a month, they would complain too.Our country isn’t going broke, when someone wins the lottery, what does congress do with all the taxes from it? They pocket this money thats what they do. Stop filling us americans with all this bull that the country is going broke cause we’re not buying it.

731 a mo doesn’t go far. I can work, but not consistently. They say if I work they will kick me off. Between rock/hard place. On good days I walk neighbors dog for a couple bucks. Garage sale for cheap material to make Xmas items and sell them. Pick up old paperback novels & sell on e-bay. Total of 150-200 a month. It helps. I still try to talk ss into understanding I cannot work consistently & never know when it’s good day or bad until it’s here. No one hires someone like me. God Bless all of you

I must say as a single female living alone on s.s.i. and disibility that only totals $694.00 a month the govermenet needs to regroup. I know Mr.Obama can’t fix in a year what The Bush family messed up in 8. I think the #1problem is we need to send some people back to mexico and stop letting them come over here and have children and LIVE free off of our goverment programs. if the goverment would send these people back to their home land, The people born ,raised and worked in u.s.a. for so many years may be able to get the help we need so badly from our goverment! I dont think its right that they come over work elegal and send money back home to their families in mexico either if its made here keep it here thats the # 2 problem

13% of Americans are on food stamps right now and these programs were originally intended for emergency, not to provide your every need the rest of your life. quit whining about the government and do something for your own situation like quite smoking, get a job if you can work or move in with your college educated kids that your so proud of, get a grip people, the government can’t do everything for you.

There is one word that sums up what is wrong with the people that run our “beloved” government… and that is GREED… That is it! That is all! There is no purpose… there is no method to this madness… The banks took all the money… It is a new world we live in when the bank robbers are the banks themselves… There aren’t any jobs out there… The banks are throwing people out of their homes daily and for what? To stand empty, rotting into the ground all around us… It sickens me to see this everywhere! AND what does the government do? Cuts spending on schools and our rightfully earned Social Security Benefits… and they don’t stop there. Capitalism is how we live and breath… If you own a business and you run it poorly you will go out of business and the government says “tough”! but if you have a giant mega conglomerate bank like AIG or Bank of America and you run it poorly… the government bows at your feet and not only helps you out, preventing you from going bankrupt, they give you money to pay outrageous bonuses of millions of dollars to people who obviously can’t do their jobs properly… People who should be FIRED! Get treated with MILLION dollar bonuses to keep doing their job wrong…. There is nothing capitalistic about that!!! NOTHING!!! So we know where the money went and why… Now all we have to do is get it back!! How? Good question. Does anyone have any answers short of a coup d’ ‘etat?

the govnment need to help the low income families with increase in disability, retirement checks, and they make enough cars to give to every family. No one should be without a car. This country is going down hill. when we put these people in office they promise to do this and that, then it is all a different story when they get in office, they forget you and their promises. this is why I am not voting for nobody anymore, because it is all a lie, even in Local government. Nobody cares about you, I am looking to the hills which cometh my Help and all of my help is coming from the Lord. Father I stretch my hand to thee, No other Help I Know or Trust. Amen.

i was 3 qtrs short of having enough 2 draw social security disability payments.
i raised 3 children…with “no” child support, food stamps, or welfare assistance. all 3 have college educations, and work every day.
in 1999 i had cancer, in 2003 i had 2 heart attacks, in 2007 i had 3 strokes, in 2010 had open heart surgery with 5 by-pass…i am supposed 2 have surgery in 2011 on the left carotoid artery. Think i “might” be disabled? Try living on $674 a month, if that doesn’t worry you to “death” nothing will. i have to live with my daughter, because i cannot afford to live in a house/apartment of my own and pay utilities. at 61 i am still a human being who would love to have a little “quality” of life. when people can draw more on unemployment in 6 months than i can draw in a year on “disability”….where is the reasoning of our government???

i am sad, disappointed, and totally depressed over the life i EXPECTED to live after raising my children and working to educate them.

DEAR MR. CONGRESSMAN, MR. SENATOR, MR. PRESIDENT, I AM A SENIOR WHO’S ONLY SOURCE OF INCOME IS SOCIAL SECURITY,, I DID NOT RECEIVE A STIMULUS COST OF LIVING CHECK IN THE YEAR OF 2010, or for the year of 2011.. ARE THESE CHECKS FOR CERTIN PEOPLE,?? OR IS IT THAT, IF YOU DONT ASK,, YOU WILL NOT RECEIVE.. I AM IN SOO NEED OF HELP.. LIFE SHOULD NOT BE THAT I SHOULD MAKE A CHOICE BETWEEN FOOD OR MEDICAIN.. ONE THING IS FOR SURE,, OLD AGE WILL COME UPON YOU TOO ONE DAY, WHERE OTHERS WILL MAKE DECISIONS FOR YOU AS WELL,, I HAVE WORKED SINCE AGE 13 IN THIS COUNTRY,, I OUGH NOT TO SUFFER THE WANT OF FOOD OR MEDICAINS…

I feel that I have a right to complain also. I am on disability and yes I am only 45 and I have been on it for 5 years. It was not my idea to be on disability it was my doctor’s. I was told that if I did not stop working it would be only a matter of time before I would not be able to walk on my own. I would be in a wheel chair. I can’t stand not working. I really wish I could go back to work, but that is no longer an option for me. Our government seems to think that I can live on $917.00 a month and we all know that is impossiable. I may add that I also get $158.00 in food stamps and that is no where enough to get me enough food for the month. My duaghter and grandkids has moved in with me and if it wasn’t for her help I would have been homeless a long time ago. I can’t even aford to buy the nasesaties for my house or me. I also have found out that if u can’t work at all no agency out there will help you get a car. I have been walking everywhere I have to go which is hard on my back. It makes me feel like I am less of a person which is really depressing. I don’t see how our government can say we don’t need a cost of living increase. I see them in there nice clothes, there kids in there nice clothes, and driving very nice cars. We get a lot of there clothes from second hand stores or friends that have kids that are older and have outgrown there clothes. So the next time someone rich complaines about how much something cost or how much taxes they have to pay they should be grateful for what they have.

I THINK WHAT DUMBFOUNDS ME THE MOST, IS THAT THE GOVERNMENT SAYS THAT THE “RECESSION” IS OVER!! I WOULD REALLY LOVE TO KNOW WHAT PLANET THE DECISION MAKERS WITH REGARD TO SSI , AND SSD, AND SOCIAL SECURITY ARE LIVING ON?

I LIVE IN KENTUCKY… AND IF THAT ISN’T ENOUGH SAID, GAS HAS GONE BACK UP OVER 3.00 A GAL, FOOD PRICES ARE UP BY ATLEAST 20%, MEDICATION IS UP, EVEN IF IM ON MEDICAID I STILL HAVE TO PAY A CO-PAY AND NEVER USED TO HAVE TO. NO COLA RAISE, NO RAISE IN FOODSTAMP BENEFIT’S, AND THE NEW GOVERNOR IS WANTING TO HAVE THE FOOD STAMP BENIFITS CUT!!
I WOULD SO LOVE FOR THESE NUMB NUTS IN THE SENATE, AND OUR STATE AND LOCAL BOZO’S TO HAVE TO LIVE ON WHAT WE LIVE ON, FOR ONE SOLID YEAR… THEN TELL US THE RECESSION IS OVER, OR THAT WE DONT NEED A RAISE, OR HEY.. GOD FORBID GIVE US ADDITIONAL BENEFITS, LIKE A BIG FAT CLOTHING ALLOWENCE CHECK FOR EACH CHILD WE HAVE THAT NEED CLOTHING 3 TIMES A YEAR. IM POSSITIVE THAT THERE CHILDREN DONT HAVE TO WHERE “GOOD WILL” CLOTHING, AND THANK GOD FOR GOOD WILL AND CHURCHES THAT HELP THOSE OF US THAT NEED IT. AS FAR AS WHAT GROUP DOES THE MOST FOR US WHEN THEY ARE IN OFFICE… PAAALEASE DO NOT MAKE ME LAUGH… THOSE OF US IN THE POVERTY LEVEL, AND SUB POVERTY LEVEL, HAVE NEVER BEEN HELPED BY ANY “PARTY” IN OFFICE. THEY WANT TO SWEEP US UNDER THE CARPET AND PRETEND WE DONT EXIST. WE PUT IN OUR YEARS OF WORK, OUR HARD EARNED DOLLARS WERE HAPPILY TAKEN OUT OF OUR CHECKS… AND THEY BEGRUDGE US WHAT LITTLE WE GET BACK WHEN WE NEED IT. I ALSO HAPPEN TO THINK THAT THOSE OF THE “RICH AND FAMOUS” THAT GOT RICH ON THE LIKES OF US POOR FOLK WATCHING THEM ON T.V… COULD DO THEM SELVES AND US ALOT OF GOOD, BY PICKING FAMILIES IN THERE OWN STATES TO GIVE A HAND UP TO…NOT A HAND OUT MIND YOU. YES THEY WORKED HARD TO GET WERE THEY ARE, BUT IF IT WERE NOT FOR US… OUR GOVERNMENT LEADERS, SINGERS, ACTORS ECT. WOULD BE WHERE THEY ARE. BOY I WENT WAY OFF THE DEEP END THERE LOL. BUT YA’LL GET THE IDEA.
I WANT OUR GOVERNMENT TO PUT UP AND SHUT UP. HELP US FIRST AND IF THERE IS ANY LEFT OVER, PICK A COUNTRY TO HELP… NOT 10 OF THEM.

I am in agreement with each and everyone of you people that are on social security and ssi payments…..what is wrong with our people in the white house ? why are they making the poor people ,poorer and the rich people richer, i mean come on, people that are on disability cant even afford a car/truck to get to and from doctors appointments, cant afford to feed their children all month, this is plan wrong, especially when the government sends out millions of dollors to other countries that are supposingly starving ,what about the truth american people that have been here since birth, and families that have been brought into this country,by birth, not by immigration. This whole thing is ridicolous, considering ,all the millions of immigrants that have came to or country ,and is able to recieve more food stamps, and cash assistance from the states, including social security,,what is wrong with our government that is in office, can anyone explain that one ? if they had not approved the immigrants social security from our country ,we all in america would be getting or pay raises each year….but instead immigrants are taking it from us …this is not even a free country anymore, when it comes to the t rue american people !!!!

OF COURSE CONGRESS voted themselves a raise….I am 75 yrs old and have paid into SS all my life. IF congress didn’t use Social Security $$$ that we niors paid into over these years then there would be dollars available. As for Medicare we seniors do pay. I am currently a disabled 31 year old single mom. I receive S.S.I. and Medicare, which Medicare pays 80% I am supposed to pay the other 20%. I can not afford to pay the 20%, I struggle every month to make ends meet. I do not receive Food stamps or Medicaid I do not qualify.I barely receive enough to live and to much to get assistance. Now no COLA AGAIN!!!! The 250 would help get things I need! I guess none of these people really put themselves in our shoes. So are we gonna get this 250 for 2011? They should go back and let us get it for 2010! That would be a great help! Wishful thinking!

It is time for the people to take back control of the government, afterall we elect the senators and congressmen as well as the President to do a job for us, and they are failing misserably at the task. Not only are we Trillions in debt, and it keeps mounting. Enough aid to other countrys, bailing out banks, auto manufactures and such, for we the people of the United states should be recieving the aid where it is needed most. I would love to see a senator or congressman live off of a social security check, worring on how they are going to pay for medications, food , electricty, and other essentials.
So when they vote themselves another pay increase, they themselves should have to do without as well, when they can give to the american public what they themselves take for granted, then and only then should they even be considered for a increase of their salaries aswell.

I am 32. I have 3 children whom will not be getting anything from me for christmas this year. I live off of 674.00 dollars a month. That barely pays my bills. It took all of my check this month to pay all the bills. I just had surgery october 29 for the fifth time. The cost of living has gone up! I guess when you are sitting high and your family has all they need you forget about the little people who really need the help. I had a nice church family donate our families thanksgiving dinner this year. Bless those who are willing to give rather than take all they can from people who have the bare essentials. I really hope that they decide to help us all even if its just a little….

My husband is on Social Security Disability, so the extra money would sure help, but it will NOT stop us from having Christmas because Christmas isn’t about gifts and money. It’s about love and family, and no bureaucrat or banker can take away our love.

Our govt. should have more consideration for people on a fixed income. It’s a shame that all the Big Whigs will have a nice Christmas, and millions of AMERICANS may not even have one. There is a lot to be fixed in our govt. I pity our young generation, only the Lord knows what will happen. This is America, people shouldn’t lose their homes, or go hungry. I wish the people in our govt. had to live on some of our incomes for a year. They would be crying; for their hotsy totsy cars, their fancy clothes, and having to eat beans and rice for dinner. These people need to wake up and stop being greedy.

THIS ELIZABETH AGAIN, I AM INTERESTED IN THE STIMULUS CK FOR 2010 OR 2011 I WOULD LIKE TO KNOW IF WE ARE GOING TO GET ONE OR NOT. AS A SENIOR CITZEN I HAVE TO TRY TO MAKE MY MORTGAGE PAYMENT WITH MY CK. AND PAY ALL MY BILLS WITH MY HUSBAND’S CK FROM WORK. WHICH IT IS NOT MUCH. LIVING ON A FIXED INCOME IS NOT EASY. I HAVE 11 GRANDCHILDREN AND 1 GREAT GRANDCHILD,WHICH IS NOT GOING TO SEE CHRISTMAS FROM US THIS YEAR. AND THERE IS ALOT OF PEOPLE NOT JUST US THAT WILL NOT HAVE CHRISTMAS THIS YEAR.IT IS WRONG,I BET ALL OF THE PEOPLE IN CONGRESS AND THE HOUSE WILL BE HAVING A NICE HOLIDAY THIS YEAR. JUST REMEMBER WHO PUT YOU THERE,TO RUN THE COUNTRY FOR US.

Myself and a lot of people I know could use some help. Social security does not pay the bills anymore and a lot of people lie me are no able to work to et extra income. I don’t wish no hard luck on anyone, but, some of the politicians sold have to lve on $1,000 per month. It ain’t easy.
