2024 Update on Stimulus Check & $900 grocery Benefit for Seniors, Retirees, Veterans and the Disabled

[Latest Stimulus Check Update for Seniors] While multiple rounds of stimulus payments have been made over the last two years, many are asking if the government will make another (4th round) of payments to help folks cope with higher inflation and the rising costs of basic goods and services.

$900 grocery stimulus for seniors

While there is no actual stimulus, there are supplementary grocery benefits available via the Food Assistance for Older Adults programs via medicare advantage plans, that can provide up to $900 for seniors in qualified groceries.

Along with the 2023 SNAP increases and pandemic emergency allotments (which end in March 2023), this should reduce food insecurity amongst our older population.

Approximately 5 million, or three out of five seniors who qualify to receive SNAP are missing out on benefits.

4th Stimulus Check for Seniors in 2023?

See this article for the past and potential stimulus check payments, including those for seniors. It covers how prior ones were paid, and when or if another round of payments will be made in the coming months.

At this stage no new stimulus checks are being issued by the federal government, but some states are sending inflation relief payments.

[Prior/old updates] Congress officially nixed a one-time payment of $250 in 2010 to Social Security recipients who haven’t received cost of living adjustments (COLA) since 2008.  The cancellation of a $250 SSI payment in 2010 was justified on the basis of low inflation (see update below). But many seniors are feeling the pinch of inflation, especially around medical services — a big-ticket item for seniors. Many believe that the $250 payment would have been a good economic stimulus payment, since there’s a good chance that most of the $250 would be spent immediately.

While many seniors could easily survive without the $250, there are also millions of seniors who are struggling to make ends meet (just see the comments below in response to this article), particularly if they have high medical or disability costs. Congress really should have found a way to provide the $250 SSI payment to those seniors who truly need the money, instead of tax cuts for the super-rich.

[Update Nov 2010] The Social Security administration recently announced that there would be no 2011 COLA increase, meaning the monthly SSI payments in 2011 would remain unchanged for the second year in a row. Clearly our senior citizens are being hit hard, which places more pressure on Congress to approve a 2011 Bonus SSI payment (supported by the Obama administration). With the hundreds of comments on this topic, people are clearly upset about not receiving the bonus SSI payment or a COLA increase yet again.

Fortunately, Ways and Means Social Security Chairman Earl Pomeroy recently announced that the House will take up the Seniors Protection Act when Congress reconvenes later this year [this measure was quashed]. The Seniors Protection Act of 2010 will provide a $250 payment to about 54 million Social Security recipients. Congressman Pomeroy introduced the bill, H.R. 5987, in July, and has since worked to ensure that this bill will be enacted before the end of the year. Congressman Pomeroy received assurances today from Speaker of the House Nancy Pelosi, and Ways and Means Chairman Sander Levin that this bill will be brought to the House floor and passed when the House reconvenes in November

Individuals receiving Social Security benefits have seen everyday expenses for drugs, medical care, utilities, housing and food increase while Social Security benefits have remained unchanged. Seniors and others receiving benefits face ongoing struggles to meet these costs given the modest level of their benefits, amounting to only $14,000 annually, on average.

“In this economy, seniors are struggling to make ends meet,” Congressman Pomeroy said. “Passing this bill will ensure that the lack of cost-of-living-adjustment will not jeopardize seniors’ ability to survive on their benefits. All Members of Congress should join us in supporting this legislation which will be fiscally responsible and upholds our bedrock promise of economic security for our nation’s seniors”

On a related topic, there is still a lot of confusion on past (2008, 2009) one time bonus SSI payments. The Social Security Administration (ssa.gov) site is responsible for making these payments and is where you should check the official status of your missing or late SSI payment(s).

Update : See the recently announced 2011 Social Security Income (SSI) Payments

[June 2010] Unfortunately the Democrat-controlled Senate has rejected a measure by a 50 to 47 vote that would have given seniors a one-time Social Security benefit payment of $250 to make up for the lack of a cost of living increase. The jobs bill, which contained the $250 SSI provision, was rejected despite President Obama’s backing. The payments which would amount to $13 billion, where earmarked in the jobs bill – which was deemed too costly by lawmakers trying to allay their image of big spenders.

The badly needed Social Security payments would have helped 57 million seniors, a risky number to overlook considering the fall elections and how badly incumbent politicians are viewed. This year marks the first time since 1975 that Social Security beneficiaries didn’t receive a cost of living (COLA)  increase, which means an extra one-time SSI payment may become a reality later this year if a new jobs bill is introduced to further extend unemployment benefits or the COLA provision in President Obama’s budget is approved. See this article for the $250 Medicare Gap payment in Obama’s new health care reform package. Also see newly release details on the Tax Breaks and Credits in the American Jobs and Closing Tax Loopholes Act of 2010

[Update Jan 2010] The additional $250 payment in 2010 is now also part of President Obama’s 2011 budget proposal, which means this payment could be received later, rather than earlier, since the budget needs to get congressional approval. Stay tuned for further updates.

Rep. Walter Jones (R-NC) introduced the bill (H.R 3557) on September 14, 2009 that would provide the $250 payment in 2010, detailed below, for an emergency Cost of Living Allowance (COLA) for Social Security recipients. The bill has been has been referred to the Committee on Ways and Means for review and should be put to a vote on the Senate floor in the next few months.

[Previous update] President Obama has proposed extending the 2009 economic recovery payment of $250 into 2010 by providing another payment of $250 to retirees, veterans and disabled people already receiving Social Security benefits. This additional payment will potentially be funded via the $787 Billion economic stimulus package and is expected to cost $13 billion in total.

“These payments will provide aid to more than 50 million people in the coming year, relief that will not only make a difference for them, but for our economy as a whole, complementing the tax cuts we’ve provided working families and small businesses through the Recovery Act,” Obama said in a statement.

President Barack Obama is calling on Congress to quickly approve the $250 payments to more than 50 million seniors to make up for no cost of living increase in Social Security next year (according to the SSA which has cited negative inflation this year as the reason).

The new benefit would be $250 – or equivalent to a 2 percent increase in benefits for the average Social Security retiree beneficiary. Under the rules no person could “double dip” and receive a $250 Economic Recovery Payment through more than one program. Nor could they receive both an Economic Recovery Payment and the Making Work Pay tax credit.

The $250 payments would go to those receiving veterans benefits, disability benefits, railroad retirees and public employee retirees who don’t receive Social Security. Like the 2009 $250 payment, the additional $250 social security payment will most likely be paid out by the SSA and not count as income for SSI. To date Economic Recovery Payments have been made to 55 million people including seniors, veterans and people with disabilities and totaled $13.7 billion. Most of the checks were mailed out in May 2009.

To receive the $250 payment, the beneficiary’s address of record must be in a valid US state or territory. Only individuals eligible for Social Security, SSI, Veterans, or Railroad Retirement benefits at any time during the months of November 2009, December 2009, or January 2010 may be eligible for the extra payment. The $250 payment will be delivered in the same way your current Social Security or SSI benefit is sent.

In addition to this legislative proposal, the IRS and the Department of Treasury will take steps this week to prevent reductions in the amounts that workers can contribute to IRAs, 401(k)s, and other aspects of tax-favored retirement systems in 2010 that some feared could result from negative inflation over the past twelve months.

    • Doesn’t matter if it comes up again or not, most likely. The Republicans keep voting it down and even 14 Dems voted against it the last time.

I happen to think that little bit helps the economy. It might give me a chance to actually buy a winter coat and a new pair of boots rather than heading for Goodwill for a change. Working people get several tax cuts but guess they figure we don’t deserve a break.

  6. “President Barack Obama will press Congress to approve 250 dollar stimulus payments to seniors, veterans and the disabled…” If I’n not mistaken the stimulus payment is equal to the burial benefit we get from Social Security. So I can have a $500.00 funeral! Big deal, The best thing Mr.0bama could do is get real; cut the pork and give the proceeds to Seniors who need it and deserve it! $250.00 is a paltry excuse for next to doing NOTHING; which the current administration is well known for on so many issues!

  7. Who will be paying tor the $250 the Seniors will get? The $250 that was given last year, there was strings attached, SSI under $700 a month or you did not qualify. This fact was not given the public but there was a lot of news about how the people were helped with the $250. I know, because my SSI is $800. I was told I earned to much to qualify for the money. My friends that got the $250 used it to pay for basic needs, gas, electric. Tell me how did that stimulus payments to seniors, veterans and the disabled, help the US economic recovery.

  8. A 250 dollar one-time ‘stimulus’? That isn’t even enough to buy groceries for the month. I guess the government thinks they would do us a favor to give us this amount. I say, ‘ keep it, it’s not worthwhile’; it would only put us in a higher tax bracket.

  10. Reading today’s paper was so frustrating. I am still waiting for my 2009 SSI check, yet DEAD people are getting there’s already. So do I have to die to get a check – not much of a stimulus payment then.

From CBS (http://iphone.cbsnews.com/site?t=jBQEA0Ug0qV0J9ivIhf30w&sid=cbsnews_ip) for those like me who are frustrated!!!!

More than 89,000 stimulus payments of $250 each went to people who were either dead or in prison, a government investigator says in a new report. The payments, which were part of last year’s massive economic recovery package, were meant to increase consumer spending to help stimulate the economy. But about $18 million went to nearly 72,000 people who were dead, according to the report by the Social Security Administration’s inspector general.

The report estimates that a little more than half of those payments were returned. Inspector General Report An additional $4.3 million went to more than 17,000 prison inmates, the report said. Most of the inmates, it turns out, were eligible to get the payments because they were newly incarcerated and had been receiving Social Security before they were locked up.

In all, the $250 payments were sent to about 52 million people who receive either Social Security or Supplemental Security Income, at a cost of about $13 billion. Other federal retirees also received the payments, but they were not part of the inspector general’s review. The inspector general for the Social Security Administration has been performing an audit to make sure no checks went to ineligible recipients. The latest report was dated Sept. 24 but was just recently posted to the agency’s website. People were eligible for payments if they were getting benefits during any one of the three months before the law was passed in February 2009. Dead people were ineligible to get the payments. But, the report said, there is no provision in the law to recover payments incorrectly sent to dead people. “Based on the failure of the SSA to properly check its records, and Congress’ failure to fully think through the provisions needed to govern these payments, SSA lost $22.3 million in American tax dollars,” said Sen. Tom Coburn, R-Okla. “These findings are yet another example of congressional stupidity and a lack of accountability.” The Social Security Administration said that despite tight deadlines, workers accurately processed more than 99.8 percent of the 52 million stimulus payments. “We worked with Treasury, developed new processes, and began issuing (payments) about 30 days earlier than the legislatively mandated deadline,” the agency said in a written response included in the inspector general’s report. “This was a major accomplishment for our agency.” The inspector general’s report said that if similar payments are authorized in the future, prison inmates should be ineligible and the government should be able to recover payments made to dead people. The Social Security Administration agreed with the recommendations.

  18. We all complain but don’t do anything to change this mess. First thing is to stop electing these crooks. We need to band together, the middle class especially, and form our own power party. It may just start with a few people at first, but as taxpayers and citizens, we can start standing up for our rights.

I’m sick of these corrupt legislators, corporate bigwigs, and greedy politicos taking our money and making things better for themselves. They are slapping the people in the face and they need to know that if they continue to screw around with the American people, they will be kicked out of office and they can also kiss their ballooned up pensions goodbye. This is also where alot of our money goes.

We can no longer be meek little sheep and not take action. By remaining silent, we are now in the middle of a horrible recession/depression. And do we really need to keep sending billions of our hard-earned tax dollars over to Afghanistan and Iraq? It’s laughable at this point but what isn’t funny is our men and women in the military being wounded, maimed and killed and then not even the media bothers to publicize these brave people giving up their lives. The government doesn’t appreciate the job these soldiers are doing. They treat them horribly when they return home and basically spit on our veterans. It’s disgusting. Look how more and more of our soldiers are suffering from depression and even the numbers are going up on suicides. What is our government doing to help these brave people?

It truly is time to take our country back. It’s OUR country – we pay these legislators. These greedy corporate executives also need to resign or be fired and NOT be given fat retirement packages and pensions. These people would have no jobs without the consumer and the taxpayer.

  20. SUMMARY

HOW TO REVERSE WORLD RECESSION IN MATTER OF DAYS
A Method to Address Economic Recession, Remove Poverty, Terrorism, Improve Law and Order, Reduce Drug Abuse, Inflation And Taxes in an Interest Free Based Economy.

By: Dr. Niaz Ahmed Khan, FRCS, PhD

    ABSTRACT:
I have developed a new financial instrument which will be much more valuable than the bonds or the treasury bills government sells in the open market to raise much needed funds to run the country. These are all interest based instruments and can only be used by institutions. The instrument I am proposing is without interest and will be used by everybody to purchase goods and services in the government and private sector resulting in up to 60% discounts. This is why these will be massively bought up front in large amounts in the shortest period of time of one month to run the country for at least a year and much more by the end of the year.

    SUMMARY OF THE BOOK:
The world is facing many challenges with no solution in sight.
The main cause of all these ills is the POVERTY. Float bonds which can be used by everybody rich or poor and are not debt to the state so there is no question of interest.
How: Take the example of USA which is going through a great recession.
USA borrows money by selling treasury bills and the interest based bonds. The suggestion is to sell these bonds on non interest basis.
    1. Buy all goods and services under govt control with these bonds and these bonds will replace dollar with bonds.
    2.10 million duty waved off.
3.100 million dollars prize draw from the bonds held by the public every day.

EXAMPLE: ONE dollar buys 5 bonds on the condition that the amount should be $100,000 or multiple of it. Fewer amounts will get the rate of four and three. This massive discount period is only for first month at the start of the implementation of this system. In the second month the rate will be 4 but the rate of 3 will apply to subsequent months for the same amount.
WHERE THESE BONDS WILL BE USED?
    1. All state controlled services and commodities.
EXAMPLE: A bill of (any service or Commodity) $100 can be paid with 200 bonds and there will be no exception to this rule. A NET DISCOUNT OF 60%.
A simple formula will apply: Total bill in dollars x2 is the number of bonds surrendered. Price in bonds will not be less than the cost price but without the direct indirect taxes and the duties which are added to the present cost to make it very expensive.
It will attract at least 50 million people to take this opportunity as early as possible. And if one is sure of making 100% profit within 30 days there will be many more that will help themselves.
RESULT: Government gets at least $5 trillion within a very short period of time of few days and much more in the rest of the year. THIS IS NOT A DEBT AS STATE HAS SOLD BONDS (Commodity) WHICH IS AN ALTERNATE CURRENCY AND DO NOT CARRY ANY INTEREST. One immediately thinks who will bear the loss and this loss to the state will not be more than total year budget of $2.5 trillion which it collects in one year with all the taxes and the duties but the bond price is simply a cost price without any kind of tax or duty. So there is a net gain of approximately 2.5 trillion within a short period of time. First floodgate of money has been opened.
    WHO WILL SELL THESE BONDS?
State will float tenders to select a private agency (USMF) UNITED STATES MONITORY FUND JUST A NAME GIVEN TO THIS ORGANIZATION with the lowest bid WHERE AS second, third and fourth bidders will be auditors of USMF. This agency will employ at least 20 million unemployed on 10% commission basis and without any salary. These agents will have to pay $500 as an annual fee to USMF in order to build the infrastructure for the sale of bonds. Agents’ quota will be $300,000 per month or they will be allowed to sell their whole year quota in one day or in a month. This will only materialize if the agent shares his commission with the buyer. Greater the share of commission quicker the sale. The investor or a buyer will sell these bonds at the same rate of 5 per dollar and his bonds will sell like hot cakes every day as there is no condition of the amount of money to purchase the bonds. In this way even the poorest person will get the same or near the same rate as the investor earns a profit from the commission which he takes from the agent and makes almost 100% profit by only investing $100,000. He will sell these bonds repeatedly and will keep almost 6% profit every day till the demand lasts. NOW THINK HOW MUCH FUNDS STATE HAS ACCUMULATED Much more than few years budget in matter of only one month.
FLOOD GATES OF MONEY AND TURNING POINT
This is the second flood gate of money and there are still four more floodgates of money yet to open. So at the end of 30 days or even much earlier the government declares tax free country for ever. With the removal of all kinds of direct and indirect taxes and duties the price of oil electricity telephone and of all other services under government control is now almost 60% less than before as these are being purchased by bonds (which is the cost price) and not with dollars. The production cost of everything has come down tremendously.
    SECOND OPTION
STATE ALSO OFFERS 10 MILLION DUTY FREE IF ONE DEPOSITS $100,000 NON REFUNDABLE. THIS BRINGS OUT ALL THE BLACK AND SPARE MONEY WHICH STATE WAS NOT ABLE TO GET BEFORE AND AS THERE IS NO TAX AND HENCE NO TAX EVASION SO ALL THE MONEY IS WHITE AS IT IS BEING GIVEN TO GOVERNMENT.
This was the third floodgate of money which is even bigger than the first one and the exact amount is impossible to asses unless the system is implemented.
In order to provide cheap bonds throughout the year government offers three types of registration fees.
    1. Pay $100,000 in the start of the year and get the rate of 5 for the rest of the year and this will suit the professional’s and salaried person’
    2. Pay $10,000 yearly and get 20,000 new bonds at the rate 5 every month but one has to collect 10,000 bonds (equal to fee) to get this cheap rate throughout the year. Higher the registration fee more the entitlement of cheap bonds. This registration will suit any small time business who will sell his product cheaper provided 15% bonds are also paid with rest of cash money by the customer SEE THE NEXT REGISTRATION FOR FURTHER EXPLANATION OF15%BONDS. This will apply to all goods in private sector and does not apply to the government sector. This is a big incentive to accept bonds in the private sector as the business accepting more bonds will have more business than the trader not accepting the bonds so the bonds market will multiply and there will be a constant need for bonds in the open market.
    3. Third type of registration will be of $100,000 which will entitle the business to sell its products through USMF. The value of merchandise sold through this source will help the business to get the 5 bond per dollar rate or opt for the duty free option equal the amount sold. But with one condition of surrendering 15% bonds at each sale in dollars.
    EXAMPLE:
MERCHANDISED SOLD THROUGH USMF $1000. BONDS SURRENDERED 150 ARE DEPOSITED IN STATE ACCOUNT TO BE SOLD AGAIN SO THE CYCLE OF BONDS IS ESTABLISHED .A receipt of bonds surrendered is obtained from USMF for evidence of sale of merchandise and this receipt will entitle the traders to get cheap bonds or the duty free option throughout the year BUT THE SAME RECEIPT CAN BE USED ONCE ONLY.
WHAT IS THE BENEFIT TO BUSINESS?
    1. CHEAP BONDS THROUGH OUT THE YEAR
    2. DUTY FREE OPTION WILL HELP INDUSTRY.
    3. The quota which can be sold is ten times the amount of Registration but not more unless the registration fee is increased. Now all the business will opt for this registration in order to reduce the cost of production. These 15% bonds the business will get back through a chain of dealers sub dealers and ultimately the customer will pay this bond portion as he will get the end product very cheap because of tremendous cut in the cost of production by the factors already mentioned. This will replace the GST or the VAT or the two price system seen all over USA. Almost everybody will sell their product through this channel as it will be much costlier to sell the product outside this system as cheap bonds are not available otherwise.
According to rough estimate at least $10 trillion transactions are carried out every day in US and at each transaction 15% bonds are being surrendered, the price 15 bonds is $3. So 3% of 10 trillion will be $300 billion which goes into government account without any compulsion every day (UNBELIEVABLE). This is the fourth floodgate of money AND IS CALLED THE GOLD MINE. Now the state is sitting in the driving seat and all the money in banks of private sector has been transferred into government account and banks are no more the lenders but are borrower from the state which is the only source left and will invest in business with sound feasibility study checked by the state bank. The state will offer to invest 80% and the bank will bring investor who is willing to pool rest 20%. This 20% will be deposited in the bank and the bank will oversee the running the business, running expenses will be given to the investor from its share of 20%. There will be no collateral and share of the profit and loss will be shared in the ratio of 60 and 40. The bank will share the 60% with the investor and 40% will go to state funds and the state will provide everything under its control below cost which will farther reduce the cost of production and at the same time will MARKEDLY improve the profit margins OF ALL THE BUSINESSES. No major business can refuse this offer. Any bank showing repeated loss will go out of business as there will be no more funds available from the government source and all other interest based sources are not available any more. Interest based banking is gone forever or it may be at a very small scale and the state will not offer loans on interest as these are not any more profitable and risk free as there is no collateral. The amount of profit government will share will be unimaginable and this is the 5th flood gate opened.
THEN WHY NOT INVEST ON PROFIT AND LOSS SHARING BASIS
Last but not the least government will acquire all the land on lease without any force and will provide all the needs to the formers THROUGH CORPORATE FARMING SECTOR HIRED BY THE STATE below cost and will become the shareholder according to the mutual contract with the land owner this is the 6th flood gate of money opened.
    DRUG ABUSE ELIMINATED
When all the possible land is being cultivated by best agriculture engineers there will be much better yield and much more profit to land owner then who will not join hands with the government.
THE OBVIOUS BENEFIT WILL BE NO MORE POPPY CULTIVATION IN COUNTRIES WHICH ARE POOR AND LARGELY DEPEND ON THE POPPY CROP. NOW THERE IS NO MORE POPPY AND NO MORE DRUGS.
All the above claims have been proved to be true except the terrorism.
    HOW TERRORISM WILL BE ELIMINATED?
We have to look at root cause and it is POVERTY and NOT the religion which is being falsely blamed. The going rate for a suicide bomber is $1,000 in Pakistan, Iraq and in Afghanistan. Can one believe that anyone having at least two meals a day will blow himself? Never the areas of the countries where these attacks are happening are extremely poor and the extremist elements who themselves are or were poor exploit these very poor people to carry out attacks for money to save their families dying from hunger and this is an open secret. Extreme elements has large force that is recruited from poor areas as there in no job anywhere and they provide these raw recruits with only food and shelter and at same time brainwash them and train some of them to carry out these attacks by giving them enough money in their lives to support their dependents. You might mention few isolated cases of being well to do and still carried out these attacks. Once the poverty is removed in these areas by implementing this system these attacks will come to an end immediately. This system is not only meant for USA but will be easily applicable to every country.

He’s trying to help us all. This is the most recent president we have had who has been poor and knows how it feels to struggle. Blame all tose big wigs in congress, who were born with silver spoons in their mouths and families made their fourtune on the backs of all of us. My husband is diabled, by no fault of his own. 36 years old and a very hard worker. We have 2 kids, 16 and 8. I am going to school currently to help our family. I am going to be a teacher. Obviously not trying to get rich, but to help us all, not just my family. Just think about how long we have to live with this crap. So, I think we should all stop laying all the blame on the President all the time. There’s only so much he can do.

Everyone has his or her own job ( The President, Congress, Governor, Mayor, Senators, etc) and with each there are expectations as well as boundaries and limitations. I agree that fingers are being pointed at the wrong person, The President I believe is doing an exceptional job considering all that he had to deal with coming into The Presidency, from health care issues to a left-over WAR, that still have millions wondering why are we there and how will we get out!

I think it is really sad that it is so difficult for the citizens of this country can not received a $250.00 stimulus payment when we the citizens can not afford to go in the supermarket and afford a deceit meal because the prices in the supermarket are so very high. The stimulus payment should be for all that are affected from the cost of living increase which includes house payments, rent, utilities, gas, food, medicines, doctor visits,so many things that is affecting our way of life. I feel that when President Obama says or puts things life the stimulus payment before the Senate and or Congress it should be passed without a doubt as quickly and easily as possible. The people really need it. If you are receiving SSI. Social Security, Veterans benefits Railroad Pension, etc that you should receive the stimulus one time payment because what is already received is not enough to live a descent life. The cost of living is sky high but we are not receiving enough pay for working nor benefits to make it. Something needs to be done now.
