I can only confirm your findings: keep copies of everything! Tax returns or transcripts are one of the required documents for citizenship per their document checklist. However, if you did not file taxes because you did not have to pay then you should type up a letter explaining your reasons. So submit your application with the exlpanation letter and see what happens. The other thing you can do is file your returns for the last 3 years with an accountant.
