2024 Update on Stimulus Check & $900 grocery Benefit for Seniors, Retirees, Veterans and the Disabled

[Latest Stimulus Check Update for Seniors] While multiple rounds of stimulus payments have been made over the last two years, many are asking if the government will make another (4th round) of payments to help folks cope with higher inflation and the rising costs of basic goods and services.

While there is no actual stimulus, there are supplementary grocery benefits available via the Food Assistance for Older Adults programs via medicare advantage plans, that can provide up to $900 for seniors in qualified groceries.

Along with the 2023 SNAP increases and pandemic emergency allotments (which end in March 2023), this should reduce food insecurity amongst our older population.


Approximately 5 million, or three out of five seniors who qualify to receive SNAP are missing out on benefits.

[Prior/old updates] Congress officially nixed a one-time payment of $250 in 2010 to Social Security recipients who haven’t received cost of living adjustments (COLA) since 2008.  The cancellation of a $250 SSI payment in 2010 was justified on the basis of low inflation (see update below). But many seniors are feeling the pinch of inflation, especially around medical services — a big-ticket item for seniors. Many believe that the $250 payment would have been a good economic stimulus payment, since there’s a good chance that most of the $250 would be spent immediately.

While many seniors could easily survive without the $250, there are also millions of seniors who are struggling to make ends meet (just see the comments below in response to this article), particularly if they have high medical or disability costs. Congress really should have found a way to provide the $250 SSI payment to those seniors who truly need the money, instead of tax cuts for the super-rich.


[Update Nov 2010] The Social Security administration recently announced that there would be no 2011 COLA increase, meaning the monthly SSI payments in 2011 would remain unchanged for the second year in a row. Clearly our senior citizens are being hit hard, which places more pressure on Congress to approve a 2011 Bonus SSI payment (supported by the Obama administration). With the hundreds of comments on this topic, people are clearly upset about not receiving the bonus SSI payment or a COLA increase yet again.

Fortunately, Ways and Means Social Security Chairman Earl Pomeroy recently announced that the House will take up the Seniors Protection Act when Congress reconvenes later this year [this measure was quashed]. The Seniors Protection Act of 2010 will provide a $250 payment to about 54 million Social Security recipients. Congressman Pomeroy introduced the bill, H.R. 5987, in July, and has since worked to ensure that this bill will be enacted before the end of the year. Congressman Pomeroy received assurances today from Speaker of the House Nancy Pelosi, and Ways and Means Chairman Sander Levin that this bill will be brought to the House floor and passed when the House reconvenes in November

Individuals receiving Social Security benefits have seen everyday expenses for drugs, medical care, utilities, housing and food increase while Social Security benefits have remained unchanged. Seniors and others receiving benefits face ongoing struggles to meet these costs given the modest level of their benefits, amounting to only $14,000 annually, on average.

“In this economy, seniors are struggling to make ends meet,” Congressman Pomeroy said. “Passing this bill will ensure that the lack of cost-of-living-adjustment will not jeopardize seniors’ ability to survive on their benefits. All Members of Congress should join us in supporting this legislation which will be fiscally responsible and upholds our bedrock promise of economic security for our nation’s seniors”

[June 2010] Unfortunately the Democrat-controlled Senate has rejected a measure by a 50 to 47 vote that would have given seniors a one-time Social Security benefit payment of $250 to make up for the lack of a cost of living increase. The jobs bill, which contained the $250 SSI provision, was rejected despite President Obama’s backing. The payments which would amount to $13 billion, where earmarked in the jobs bill – which was deemed too costly by lawmakers trying to allay their image of big spenders.

The badly needed Social Security payments would have helped 57 million seniors, a risky number to overlook considering the fall elections and how badly incumbent politicians are viewed. This year marks the first time since 1975 that Social Security beneficiaries didn’t receive a cost of living (COLA)  increase, which means an extra one-time SSI payment may become a reality later this year if a new jobs bill is introduced to further extend unemployment benefits or the COLA provision in President Obama’s budget is approved. [Update Jan 2010] The additional $250 payment in 2010 is now also part of President Obama’s 2011 budget proposal, which means this payment could be received later, rather than earlier, since the budget needs to get congressional approval. Stay tuned for further updates.

Rep. Walter Jones (R-NC) introduced the bill (H.R 3557) on September 14, 2009 that would provide the $250 payment in 2010, detailed below, for an emergency Cost of Living Allowance (COLA) for Social Security recipients. The bill has been has been referred to the Committee on Ways and Means for review and should be put to a vote on the Senate floor in the next few months.


[Previous update] President Obama has proposed extending the 2009 economic recovery payment of $250 into 2010 by providing another payment of $250 to retirees, veterans and disabled people already receiving Social Security benefits. This additional payment will potentially be funded via the $787 Billion economic stimulus package and is expected to cost $13 billion in total.

“These payments will provide aid to more than 50 million people in the coming year, relief that will not only make a difference for them, but for our economy as a whole, complementing the tax cuts we’ve provided working families and small businesses through the Recovery Act,” Obama said in a statement.

President Barack Obama is calling on Congress to quickly approve the $250 payments to more than 50 million seniors to make up for no cost of living increase in Social Security next year (according to the SSA which has cited negative inflation this year as the reason).

The new benefit would be $250 – or equivalent to a 2 percent increase in benefits for the average Social Security retiree beneficiary. Under the rules no person could “double dip” and receive a $250 Economic Recovery Payment through more than one program. Nor could they receive both an Economic Recovery Payment and the Making Work Pay tax credit.

The $250 payments would go to those receiving veterans benefits, disability benefits, railroad retirees and public employee retirees who don’t receive Social Security. Like the 2009 $250 payment, the additional $250 social security payment will most likely be paid out by the SSA and not count as income for SSI. To date Economic Recovery Payments have been made to 55 million people including seniors, veterans and people with disabilities and totaled $13.7 billion. Most of the checks were mailed out in May 2009.

To receive the $250 payment, the beneficiary’s address of record must be in a valid US state or territory. Only individuals eligible for Social Security, SSI, Veterans, or Railroad Retirement benefits at any time during the months of November 2009, December 2009, or January 2010 may be eligible for the extra payment. The $250 payment will be delivered in the same way your current Social Security or SSI benefit is sent.

In addition to this legislative proposal, the IRS and the Department of Treasury will take steps this week to prevent reductions in the amounts that workers can contribute to IRAs, 401(k)s, and other aspects of tax-favored retirement systems in 2010 that some feared could result from negative inflation over the past twelve months.

    There have been 703 people to sign up so far and the more the better.
    Once you sign up, a letter or e-mail is also forwarded to your congressmen, senator and the President.
    I think this will be most productive, so please go there and sign the petition. Maybe something
    will materialize from this, hopefully.

  6. iwander what happens to my mother and fathers social security when they didnt get to draw theres for very long . m mother and dad worked when we were young children we had to take care of the home the farm the animals and go to school our work was unseen.the jobs took a mother and dad away from use at home.but no one cares welost our mother and dad my mother was 68 my dad at 67. we loved them very much. and thers a lot more people out ther thats lost moms and dads at early ages they worked hard all there lives then didnt live to draw very little of there social security so what happened to theres.

  11. You poor people who depend on Social Security. You should have known when FDR did his bait-and-switch that you couldn’t depend on Social Security. He sold it as a Trust Fund but implemented it as a tax rather then an savings plan. So, why should I pay for your foolish faith in the Federal Government’s social progam when I knew in my early twenties not to include Social Security in my retirement portfolio.

    Cheer up – Compared to the global average standard of living, most of you are rich! Cancel your cable/dish TV, sell your second vehicle, reduce to one phone service, stop over-eating, quit drinking, stop smoking, eat in instead of out, terminate your internet subscription, cancel those silly magazine subscriptions, and stop wasting your money on lottery tickets, etc. I grew up more destitute than what I’m reading in these posts and have still got my belt tightened so I can fund my own retirement without Social Security. The $250 would only be a one-time check and is Obama’s way of buying your votes for his cronies in November. I still pay taxes. DON’T PROSTITUTE YOUR VOTE AT MY EXPENSE!

      You point to Social Security as “part of (people’s) retirement planning” as if that broad assumption covers everyone who suffers from the current S.S. crisis. You failed to include disabled Veterans who depend on S.S. (along with their disability pensions) to live. Well, ‘live’ might be too strong of a word, nowadays…how about ‘survive’…and just barely at that. That category is the one, lamentably, that I fall into.

      I’m only 33 and yet am rated as 110% disabled according to the VA. I began work, tax paying work, when I was 11 and living in rural S.C. I, too, had “planned for my retirement” by working hard and not even considering S.S. as a reliable crutch for that period of my life. However, after serving my country (in Iraq, amongst other places), I was diagnosed with a host of service-related problems that make my life almost unmanagable and completely negate my ability to work towards the retirement I had always planned for. Now, I’m stuck with a subpar standard of living based on what jack-a** Republicans like you have decided is “fair” for disabled service members.

      How would you like to live on a meager percentage of what you could be making as a gainfully employed worker, simply because some other idiot (much like you, you judgmental prick – let me guess, you consider yourself a hardcore ‘Christian’, don’t you?) has decided that you shouldn’t have to ‘bear the burden’ of supplementing their existence?

      Your unbearable self-serving attitude is what is REALLY wrong with this country, not social service programs that enable the truly needy (and their families) to avoid living on the streets and panhandling for enough to buy a can of soup and a cot in a homeless shelter on a day-to-day basis.

  12. Here is the phone number for the White House 202 456-1111. When prompted option to make a comment to President Obama. A real person will take your response. I call the White House often. The wait time is normally short. The only time that it was longer was when it was announced that there was not going to be a COST OF LIVING ADJUSTMENT. The more people call and complain to the White House about not geting the stimulus check and the fact they are disabled and can’t work, the more the White House will pay attention to us. If your power or heat is about to be shut off tell them you have a HARDSHIP and they will contact someone on your behalf. Last year my power was about to be shut off and within 3 hours my past due bill of $810. was paid by a non-profit. I had a letter faxed to the White House and also to my Power Company. Check with your local homeless non-profits to also get help keeping your heat or power on. Also check with your senior centers for help. You don’t need to be a senior to get help. Does everyone know about freecycle.com? Everything is FREE for pickup in your LOCAL area. Does everyone know about coupons.com? You can save money on groceries and other items. You are allowed to print a certain amount of coupons on your home computer. Hope this helps.
    I have worked 38 jobs in my lifetime and raised 6 successful adult children. The money I receive from Social Security ($805. per month) is from what I paid into Social Security on MY SOCIAL SECURITY RECORD, not my ex-husbands!!! So it is MY DIME!!! Check into grants in your area for weatherization. Both my attic and basement were insulated for FREE. I also received a FREE water heater, 7 FREE double pane windows, a FREE door, and a FREE electric panel. There are a couple of grants coming up that I will also qualify for for a FREE electric heat pump, and a $7,500 grant to repair my front porch and sidewalk. Sometimes it’s difficult to find some of these resources but they do exist. The best way to find them is to check locally. Although churches are supposed to be the place to go to get help where I live in Oregon I haven’t gotten help from a church even one time. Local non-profits and the senior center are a great resource. This year I have received so far over $1,200. in help from both the senior center and local non-profits to keep my heat on. I am so grateful that they were able to help. Being the end of the month I have .48 cents in the bank. I had to recycle cans to eat today. Someone left $5.00 worth of plastic bottles on my porch. I got $2.00 in gas, some milk, and a bag of potatoes. I will make it to April 30th when my check for $121. comes in from the VA-my estranged husband is a vet. We don’t live together-his choice. I TRY TO JUST TAKE ONE DAY AT A TIME AND MAKE IT THROUGH THE DAY. I SELDOM ASK MY GROWN ADULT CHILDREN FOR HELP. A FEW TIMES A YEAR THEY WILL HELP ME.
    A week and a half ago I called Social Security to see if they heard anything more about the $250. Stimulus check. The person there said it was on the calendar for the next day to come out. I kept checking with my bank and no check!!! I called Social Security back and was told I was given wrong information. She stated that nothing had been approved yet. That is the latest that I have heard.

  13. I just heard people on ssi will recieve $250.00 in the 2nd week of June for it was in our paper here. So hope this is true and if it is it should be here anyday now will let you all know if I get it.

    • Anon/Cooley – You are mixing this payment up with the $250 Medicare Gap payment. The amount is the same as the SSI payment, but it is for a different purpose. Unfortunately (and I even checked the SSA website) there is no further update on a $250 SSI payment for 2010. Please send a link to your paper if I am wrong.

  24. I think that the government needs to make a freeze on rent.as to how much landlords can
    charge..and give them a credit of somesort..
    I also think that they need to raise the food stamps..and medicare more then 20 dollars a month.
    Offer employers to employ more americans with a tax credit for so many only.
    and most of all the government needs to get rid of AFDC…and giving the people whom are not full citizens off all programs except for the kids schooling/medical and food programs in school.
    so their parents cant profit from it.
    Mostley I believe that all government agencies and thats goes for those that run our government
    a pay cut..and all banks can not give out bonus’s anymore..or extra anything..just like they
    were a paying pro player..and about sports…they get way to much as in the actors and actresses too.

I think the the people that voted against this should TRY to live on what we the people live on for a few months.You have to wonder if you have enough money to not only pay the rent or house payment but the lights,gas and food.Most of us on this “fixed income” make a dollar or two to much to be able to get food stamps or heap,Yes I do mean Just a dollar or two, that’s all.Hell we can’t afford to buy things like meat or milk.Forget about the things we need like our medicine because of the spend down.   28. I am disabled and like everyone eles..cant make it till the first of teh month agian..
    The 250.00 new payment is for seniors who hit the donut hole no others will recieve it.
    Not the vets ..not the disabled…only seniors who hit the donut hole only..
    so that leaves me out..however I still have to pay so much for meds till my
    deductable is meet…thats to crazy.
    And Social services in Indiana has been so screwed up due to our great senator..
    and now he wants to kinda go back and hire more people..to feel in the jobs of those they laid off
    earlier in the year..make up our minds will you..give everyone the vets ..disabled..seniors

  29. I just wanted to say, that the republics should listen to the demoncrates for once. We didn’t ask to be put in this situation that we are in, and didn’t ask for a hand out from no one. We couldn’t get a raise because our country is always helping other countries that really doesn’t care about us. I agree with some of the others. We have people here that needs help just as much as other countries. We need to stand up for our country and do what we can to bring it back alike it use to be. We didn’t cause the problem that we are in, and why should we have to suffer for it.

    As for the republicans, yes they may have bought grocies, gas, and other things. They can afford them because they get these big raise that they shouldn’t get all the time. Why don’t you take some of your money and help them over in the other countries. Do you think they would help us if we were in their shoes? I know that you don’t agree with everything the demoncrates say or do, but it should be equal rights, and decisions. Our President, is doing what he can for the elders and the poor. I feel if he says that we should get the stimulus check, then it should so be it.

    Did the republicans forget who gave us this world? It wasn’t man kind, it was God. They wouldn’t have what they got now, if it wasn’t for God. He created everyone equal, not one better than the other. So just stop and think, you have parents or family members that are eldly that could use the money. You need to stop and think about all this, because one day, you may not be able to work, and be an elder one day. So put yourself in our shoes, because one day, you will be and then you will know what it feels like. God loves everyone, not just one kind, and he didn’t expect this to happen. Man kind put us in this situation, and about the cola situation, were not needing the money for that, and why would it matter. I hope that someone stops and think about this and reconsider.

    So please think this over and help us. Were not asking for much, just to be able to live.

To those of you who have no idea what its like to stretch less than 900 bucks a month so far that you can hear the last penny scream……WHAT WERE YOU THINKING WHEN YOU TOOK THAT MONEY FROM US WHO NEED IT SOOOOOOOOO BAD!! I’m only in my 40’s and sure as hell didnt plan on being disabled. I like all of us had already made plans to use it to catch a power bill up or maybe put extra food in the house, the list goes on and on. Ya know im not so sure there is any such thing as american pride anymore. This on top of everything going on overseas makes me ASHAMED TO CALL MYSELF AN AMERICAN!!! Mr President somebody better do something and do it fast before we loose this country.

  32. i think it is sad when those on social security,those who have worked and paid into the system pay nearly 100.00 per month for our medicare and when we must see a doctor we must pay 20%. forget about going to a dentist.,not covered and not affordable. my husband just had open heart surgery and by the time we got through our deductibles and co pays were three thousand dollars. on ssi,those that did not pay into the system,get medicaid. they get their teeth pulled with new dentures,all their medical bills and surgerys are paid in full.they get food stamps,free utilities,free phones,and the list of freebies goes on. why is it that the working stiffs get stuck for the generous ride the lazy people on ssi are on. and the food stamp program is also a joke.i know a family of five getting over $600.00 a month in food stamps.of that amount they spend around $400.00 on soda pop. why is the food stamp program allowing junk food purchased on stamps? dont they realize they will be paying for obesity diabetes,and of course new teeth for these people. revamp the intire welfare program PLEASE. and as for the stimulas for seniors.i guess my hospital bills will just have to wait or maybe i can give up eating a couple days a week thank you for listening

  36. I was really looking forward to a little help this year. No increase in social security, but increase in rent, electricity, food, water, gas, and you name it. Without the increase the little bit of money that I had put away disappeared, and now I struggle day to day to keep a little bit of finance going so that I won’t be completed funless at the end of the month, which is very embarrassing. I’m already disabled and depending on a monthly income, but to be completely broke without any other means of income, (I can’t any find work because of my disability). Thanks a lot for the belief of the $250.00 stimulus I was looking for to help out this year, I guess the joke was on me believing that my vote counted.

WE ALSO GET 170.00 IN FOOD STAMPS, BUT SINCE EVERYTHING IS SO HIGH WE CAN’T GET NOTHING WITH 170.00. SO I HOPE AND PRAY THAT WE DO GET THAT CHECK.

  39. After reading your recent post regarding the defeat of the bill extending a second $250 payment to Social Security recipients, of whom I am one, I contacted the SSA. I was terribly upset by the news that this payment had been defeated in Congress and by the fact that the SSA had not posted this information on their website.
    According to the reps at Social Security this issue has not been decided in Congress one way or the other. They reiterated this statement when I challenged it, sending them a link to and copy of your post on the subject. Can you point me to the exact legislation (i.e. HRnnnn) in which Congress defeated this payment so I can send it to the SSA? Seems like someone is being less than honest over there, too.

    Also, in your post stating that Congress was reinstating this payment as part of the health care reform bill, you state that the Medicare part D doughnut hole starts at $896.00 and does not “Close” until $4500. That is incorrect..If it were true most Medicare recipients would be dead by now due to a complete inability to pay for their medicine. The doughnut hole does not start until ~$2600 (I don’t know the exact amount for 2010 but it didn’t drop to <$900, I assure you. I would already be paying 100% of my medication costs, which are about $500/month if it had. I would notice-trust me. ) Please correct this misstatement in one of your posts on the subject before a lot of people get really upset for no reason.

    I would also appreciate it if you could direct me to the section of the Health Care bill that addresses this issue. I would like to know if they have come up with a time line. Quite honestly, as I told the folks at SSA, I doubt very much that the government is going to be able to get anything out to the people who desperately need and were counting on this money before Christmas. In fact, I am beginning to believe that this whole thing was a sham from the get-go….something to keep these 50million voices quiet until the furor about the loss of the COLA died down. Now, if they do manage to get the $250 out to us by the end of the year they are probably going to use IT to deny us a COLA in 2011!

    Do you ever wonder why Congress did not just pass emergency legislation to waive the requirement that the Consumer Price Index be higher than the previous year for a COLA to happen? ? After all, we were on the verge of a depression in 2008, 09 and the Fed was manipulating interest rates to decrease the likelihood of runaway inflation. Plus retailers were literally giving stuff away just to get people in the stores! It seems like even the morons in Washington could have figured out that these were extraordinary times, and therefore called for extraordinary measures.

Be sure to keep a close eye on your bank accounts as this may also happen to YOU!
