The End of Pandemic Unemployment Assistance (PUA) – Future Extensions, Retroactive and Claim Back Payment Issues

Note: The PUA program ended on September 6, 2021. While retroactive payments were made (see sections below) for several months following this date, no new or further pandemic related benefits were paid.

Currently, only traditional state unemployment benefits are available to unemployed claimants.

Pandemic Unemployment Assistance (PUA) program overview

The Pandemic Unemployment Assistance (PUA) program was put in place primarily for those out-of-work Americans who are not eligible for regular state unemployment benefits and are unemployed, partially unemployed, or unable or unavailable to work because of certain health or economic consequences of the COVID-19 pandemic.

Jobless workers covered under the PUA program were generally self-employed (e.g. independent contractors, freelancers or gig economy workers) who did not contribute taxes towards regular state unemployment (1099 wages).

While the PUA program was federally funded, including the most recent extension until September 6th, via the various stimulus bills passed over the last 18 months, it was administered at the State level under Department of Labor (DOL) guidelines.

That is why the implementation of the program has varied on a state-by-state basis and claimants faced hurdles and delays in getting timely payments.

You can jump to the relevant extension section via the links below for further information on each extension, including FAQs around the evolution of the program and dealing with payment issues.

PUA Program Has Ended – Any Chance of an Extension?

The PUA program has now ended and all coverage ceased after Labor Day (September 6, 2021), which means the final benefits will be paid for the week ending September 4th or 5th, 2021 in most states. Some states had ended PUA benefits earlier per the update below.

While there were discussions going on to extend pandemic unemployment benefits, especially in the light of the Delta COVID-19 variant and its potential to hamper economic growth, the Biden administration confirmed that they will not be pushing for further federally funded extensions and instead want states to use already allocated stimulus funding to expand or extend state unemployment programs.

After the expiry of the PUA program only traditional state unemployment benefits will be available for eligible claimants as discussed in the sections below. Based on current state unemployment rules, many PUA claimants would be excluded unless eligibility rules are adjusted.

Further even claimants with active PUA balances or weeks left to claim after September 6th won’t be paid out as the funding approval for the entire PUA benefits ends after that date.

This includes the supplementary $300 weekly boost that was paid under the FPUC program.

Several States Ending Pandemic Unemployment Benefits Early

Following recent job reports that showed a shortage of workers to fill open positions, many states have ended one or more of the federally funded pandemic unemployment programs; up to 10 weeks earlier than planned in order to incentivize workers to return to work. This includes the PUA program and associated $300 FPUC extra weekly payment.

The argument is that these generous UI benefits deter lower income workers (who make less than $15 p/hour) from returning to work. Opponents argue that the reason people are not going back to work is due to fears around getting COVID and/or child care and schooling restrictions. You can see more on which states are ending the PUA and $300 FPUC here and this recent YouTube video on this topic.

States will still be obligated to pay active unemployment claims up to the early termination date in their state (mid June to mid-July in most states). This includes any missing or retroactive payments. New claims for these federal programs won’t be accepted after this date and instead claimants will have to rely on the pre-pandemic state unemployment programs in place.

While a few states are not specifically ending their participation in the PUA program early (Florida, Ohio etc), the majority are as you can see in the table below. This unfortunately will hit PUA claimants (e.g. freelancers, gig workers) the hardest since they don’t qualify for traditional state unemployment.

There are pushes at a federal level and state lawsuits to try and address this, but unfortunately states are well within their rights to terminate this programs with 30 days notice to the US Department of Labor.

Biden Stimulus (American Rescue Plan) PUA Extensions to September 6th, 2021

The PUA program, designed for freelancers, gig workers and independent contractors or those that generally don’t qualify for regular state unemployment has been extended by another 29 weeks (though only covers 25 actual weeks) under the Biden Stimulus Plan (ARP) that has been passed into law.

Under the enhanced unemployment funding extensions the total number of covered weeks in the PUA program will increase to 79. This does not include extra weeks some states provided for residents under this program and would be reduced by any weeks of regular UC and EB that the individual receives during the coverage period. You can see an overview of the federal extensions to date, including PUA, in the diagram below.

The minimum PUA payment is still 50% of a states average weekly benefit amount and limited to the state’s maximum weekly benefit amount (WBA). Another change to the earlier PUA extension (discussed below) is that that the 4-week phaseout period for active claimants has been removed. So all benefits will end by September 6th, even if claimants have a claim balance remaining.

Those who had regular/W2 jobs could technically qualify for the PUA program, but would need to first use up their allocation of regular state unemployment, extended benefits and enhanced unemployment benefits under the PEUC program.

2020 to 2021 Enhanced Unemployment Program Extensions – PUA, PEUC and FPUC (click image to expand)

Do I need to reapply or submit a new claim to get the PUA extension?

This will depend on a state by state basis and if you had exhausted your balance prior to the start of the extension coverage period (on or before March 14th in this case). For most active claimants or those with remaining weeks there should be no need to file a new claim. For those with a lapse in benefits who were getting PUA in the past, a new claim or action to reopen your existing claim could be required. But state unemployment agencies are required to notify on actions required once they update their systems for the extended weeks.

PUA Extensions under $900 billion CAA COVID relief stimulus package

The $900 billion COVID relief stimulus package, under the Continued Assistance Act (CAA) included funding for extending pandemic unemployment programs (PUA, PEUC) and providing supplementary FPUC unemployment benefits at $300 per week for millions of unemployed or underemployed Americans. The Department of Labor (DOL) has issued final guidelines for state unemployment agencies on payments and eligibility (as done with the original program) and any delayed payments will be retroactively reimbursed.

For the PUA program specifically, which was due to expire on December 26th, 2020 (originally funded under the CARES act), there is now funding for an extra 11 weeks. This now means that the PUA program would provide a base total of 50 weeks of coverage. Some states have additional weeks on top of this as part of state extended benefit programs (per earlier updates below). For those with remaining weeks, they will continue to be have their balances carried forward until they hit the new 50 week maximum. They will have until the week ending April 10th, 2021 to claim unemployment benefits under the extended PUA program.

How long is the PUA extension for?

After March 14, 2021, new claimants will no longer be permitted to apply for PUA benefits, but eligible individuals who have a PUA claim balance (or remaining weeks) as of March 14th, 2021 will continue to receive benefits until the week beginning April 5, 2021 until their claim balance is exhausted. Weekly certification will be required. Note however that the $300 extra weekly FPUC won’t be payable during the PUA phase out period (March 14th to April 5th). See which states are paying the extra $300 unemployment to PUA recipients.

Do I need to reapply or submit a new claim to get the PUA extension?

This will depend on a state by state basis and if you had exhausted your balance prior to December 27th, 2020 (when the extension coverage period started). State UI agencies are rolling out the extended PUA coverage and need to incorporate new documentation and fraud prevention measures (see section below) to enable people to claim benefits under the the extended PUA program.

PUA recipients with active claims (remaining weeks/balance) as of or after December 27th. These group of claimants who had not used their 39 week balance at the start of the extended coverage period are already are already seeing the 11 week extension reflected in their UI accounts (including the extra $300 payment) and in several states can continue certifying and receive weekly payments.

There may be a one to two week lapse in payments as state UI agency update systems but your account should automatically reflect the 11 week extension to the PUA program. Even if payments have not started, you should continue your weekly of biweekly certification (where possible) if you continue to be fully or partially unemployed. Payments will be retroactively made

New applicants or those whose PUA claims have been exhausted prior to or including the week ending December 26th, 2020 may need to reapply or reactivate their claim if they are unemployed, partially unemployed, or unable or unavailable to work after December 27, 2020 because of COVID-19. State UI agencies are all implementing the new PUA program extensions based on DOL guidelines based on how their systems/programs can handle the extension and inclusion of new PUA program requirements.

This has meant ongoing delays and limited transparency in payments for many who fall into this bucket of claimants (and it is the large majority of jobless workers). However state UI agencies are mandated to notify claimants if they qualify for the new PUA extension and instructions on how to reopen or refile their claim to enable them to certify to get their UI payments, including the $300 FPUC weekly payment. Please monitory your email, text messages and online UI portal for next steps and instructions. I will continue to post updates as well.

New PUA Fraud Prevention and Documentation Requirements

To address the significant fraud associated with the PUA program (due to it’s expansive eligibility and antiquated state UI systems that could not support new program rules) the new stimulus bill included some additional measures to tighten up eligibility and claimant verification. This includes the following provisions that are required to be in place by January 31st, 2020:

  • New applicants will have 21 days to submit documentation substantiating their employment, self-employment, or planned commencement of employment/self-employment.
  • Individuals already receiving PUA benefits (continuing claimants) must provide documentation within 90 days
  • States must implement procedures to validate the identity of claimants and to ensure timely payments.
  • Employers will be able to report instances to local state UI agencies in which a former employee refuses to return to work or refuses to accept an offer of suitable work without good cause (which renders the individual ineligible for unemployment benefits).

See this video for a summary on these requirements and why they are the underlying cause of significant delays for people to claim or continue getting PUA benefits under the extended coverage period.

$100 Mixed Earner Unemployment Compensation

Another new provision to address gaps with some of the original PUA rules is for those who got a mix of self employment and age income. Individuals who received at least $5,000 a year in self-employment income during 2019 now will receive an additional $100 weekly benefit, in addition to the benefit amounts they otherwise would be entitled to receive from regular state unemployment.

Previously, such individuals were not eligible for unemployment benefits if they received some regular state unemployment benefits for traditional employment, and regular state law benefits did not consider self-employment in calculating the benefit amounts. The new federally-funded “mixed earner” benefit is in addition to the $300 supplementary FPUC weekly benefit under FPUC.

Backdating of PUA claims – Limitations introduced

Under the COVID relief legislation a new limitation on backdating PUA claims was passed for new applications after December 27th, 2020. Initial or new applications for PUA after December 27, 2020 may not be backdated earlier than December 1, 2020 – which would cover benefits for the week ending December 6th, 2020 in most states. This does not affect existing applications which will be subject to the 2020 CARES act provisions.

The back dating of claims was extended under the Biden ARPA bill which limited had a date of March 14th for back dating of new claims filed after March 11th, 2021.

What if I worked in multiple states, where do I file for PUA?

The DOL has clarified that a self-employed individual must file with the state where he or she was working at the time of becoming unemployed, partially unemployed, or unable or unavailable to work because of an approved COVID-19 related reason. If an individual worked in more than one state at this time, the individual may file in any of those states. So go for the state where you can get the largest weekly benefit (note that the minimum PUA benefit payment is 50% of the states regular UI maximum).

New DOL guidance that expands PUA eligibility to three additional categories of workers:

  • Jobless workers receiving unemployment benefits who had their continued regular unemployment benefits’ claims denied after they refused to work or accept an offer of work at a worksite not in compliance with coronavirus health and safety standards.
  • Workers laid off, or who have had their work hours reduced as a direct result of COVID-19.
  • School employees working without a contract or reasonable assurance of continued employment who face reduced paychecks and no assurance of continued pay when schools are closed due to coronavirus.

Original 2020 PUA program funded under CARES Stimulus Bill

(some items superseded or update by 2021 extensions above)

The PUA program funded under the CARES act provided up to 39 weeks of unemployment benefits, which are available retroactively starting with weeks of unemployment beginning on or after January 27, 2020, and ending on or before December 31, 2020. To qualify for PUA benefits, you must not be eligible for regular unemployment benefits and be unemployed, partially unemployed, or unable or unavailable to work because of certain health or economic consequences of the COVID-19 pandemic.

Note – PUA benefits have been extended in some states like New York, California and Georgia by 7 weeks, as part of extensions to state level extended benefit programs. Further those who were getting PUA payments in August and September will have automatically qualified for the now expired $300 Lost Wages Assistance (LWA) unemployment benefits program. Most states have now gotten approval and have paid out the 6 weeks of funding available for this program (see full LWA state tracker), including retroactive payments,

While PUA is open to all unemployed Americans, it was mainly intended as a way to provide unemployment benefits for those who were working and are now out of work and were generally self-employed (e.g. independent contractors or gig economy workers) and did not contribute taxes towards regular unemployment. Those who had regular/W2 jobs are eligible for enhanced unemployment benefits under the PEUC program. Further details on program differences below.

Will My PUA Benefits End in December Even if I Have a Balance or Weeks Left to Claim

Unfortunately yes. The program’s federal funding has a hard stop at the end of the year (December 26th in most states). So even if you have a balance or weeks of benefits left after year end, and millions of unemployed workers will be in this boat, you won’t be getting these payments in 2021 unless Congress extends unemployment benefits. Extended state benefits may however be available in states where unemployment rates are higher than pre-specified thresholds (see below for further details). See this video on some recent PUA updates and back payments.

Delays in PUA program payments: State unemployment agencies and labor departments have experienced many challenges in rolling out the PUA program but all are now processing applications and payments for individuals who are self-employed, seeking part-time employment, or who otherwise would not qualify for regular unemployment compensation prior to new provision in the CARES stimulus bill.

This group of workers however may have a hard time officially proving their wages during the applicable 2019-20 wage based period, in which case their weekly benefit amount will be reduced based on whichever is higher – the record of wages already on file or the minimum PUA weekly benefit amount for the state.

How to Apply for PUA

To apply for unemployment benefits using the Pandemic Unemployment Assistance (PUA) extension provision approved under the CARES act you need to apply via your regular state’s unemployment agency. Many states have dedicated website links and call numbers when it comes to PUA benefits.

States have mandated that you must first apply for regular UI before becoming eligible for PUA. This is baesd on federal law which only allows PUA to be paid to claimants when benefits are exhausted or if you were deemed not eligible for them – which will be the case for gig and contract workers. While it is a cause of concern for many unemployed Americans making new claims, it is the way their systems are designed to handle the new PUA coverage and provisions.

So even though it may seem like the claim was denied in reality it just means that eligible claimants have been denied for standard unemployment benefits (in place prior to Coronavirus/COVID-19), but will likely qualify for the new PUA benefits. Unfortunately this makes the application process longer and could take a while for you to get your PUA claim approved.

The amount of PUA benefits are calculated based on your previously reported income and capped at the state’s maximum weekly benefit amount (WBA). PUA benefits may not be less than half of the state’s average weekly benefit amount as shown in the table below. Note – There are no minimum wage qualifying criteria for PUA.

Eligible recipients must certify for PUA benefits weekly like regular unemployment. Individuals receiving PUA will also still be eligible for other unemployment supplementary weekly payments (while available). Once they begin certifying for weekly benefits they will not have to take any additional steps, and will receive the weekly $600 payments along with their PUA benefits.

Below are some frequently asked questions and possible answers to common PUA questions I am seeing from readers on this site (see the comments below for more questions and answers).

Will my PUA claim be paid retroactively for back payments (including the $600 FPUC and $300 LWA)?

This varies across states, but generally if you were eligible for PUA in a given week that retroactive UI benefits are payable, you will get the relevant payment for other supplementary enhanced benefit programs. Backdated payments will be paid in one lump-sum one to two weeks after you are deemed eligible for benefits. Note that backdated payments will also include the $600 FPUC payment if you were eligible for PUA during the period the FPUC program was active.

How Long Does PUA Last in 2020?

For those who are eligible for regular benefits, they will get an additional 13 weeks on top of their state unemployment benefits. For those who don’t qualify for state unemployment they can get benefits for between 39 and 46 weeks until the end of 2020. At this stage unless Congress extends the PUA program via a new stimulus package, PUA benefit payments will end at the end of this year.

PUA Unemployment: Moved or worked in multiple states

Generally, you should file your claim in the state where you worked or received income. Or your state of primary residence if income has come from several states as may be common with people who qualify for PUA. If you moved states you will need to reapply in that state for PUA, based on the process they have (varies by state). When you file a claim, you will be asked for certain information, such as addresses/location and dates of your former employment. This will allow them to make a determination of your partial benefit.

Right now state systems are not connected and rely on the wage income you provide so you need to be careful of PUA overpayment, which could mean having to pay or taxes or face repayment and penalties from one or more of the states you are in. The program is for 39 weeks to 46 weeks (depending on state) in total. You are not supposed to double dip across state lines and eventually will be flagged.

Based on some of the comments to this article, if you are having to apply for PUA across multiple states there is a good chance you will be flagged for a fraudulent claim. So be patient and prepared to go through a verification process based on the state UI agency guidelines.

Are PUA benefits taxable?

Yes, like all unemployment benefits PUA is considered taxable income and you may elect to have withholding taxes deducted from your payment (generally around 10%). You will receive Form 1099-G with form your state UI agency to file with your 2020 income taxes in 2021.

Note that the Biden administration, via the ARPA stimulus bill, got approved a $10,2000 unemployment income tax exclusion that is being paid out by the IRS as an additional refund.

Child Support or Dependent Payments Deductions

Child support obligations will be deducted from PUA, as they would with normal state unemployment. You can file an injured spouse form to mitigate this.

Why was my PUA claim denied?

Most PUA claims that do finally get processed by the state unemployment department/agency are being denied or rejected because the claimant is eligible for standard, state-funded unemployment insurance rather than federally funded PUA. Because the PUA application process and/or link is different to the regular state unemployment application process, it is highly recommended you apply for regular state unemployment first. Only if you are denied for regular state UI (and you will be notified that you are) should you then apply for PUA.

Other reasons PUA claims are being denied are due to ongoing “glitches” in unemployment filing systems/websites that have required a lot more updates to support the new PUA provisions.

Fraud checks or additional document verification where many UI applications are being flagged has also been cited as a big reason for PUA delays/rejections. This is not surprising since may gig workers and contractors don’t have standard unemployment documentation and so require extra verification and fraud checks. If you are caught up in a fraud check, please ensure to provide the required information to your state agency (who will contact you) to keep your claim processing moving forward.

Pandemic Unemployment Assistance (PUA) benefit payment delays

Other than being flagged for Fraud, many readers are reporting PUA application processing and payment delays if you have multiple people using your address for UC, PUA, EB, etc. Or if you moved, bills in other people’s names, etc is causing delays.

I cannot get ahold of anyone when I call for help.

Despite dedicated phone lines for PUA claims many readers are reporting it is nearly impossible to get a hold of a live person to speak to at their state UI agency regarding their unemployment claim. You can see the comments below for some ideas to try, but generally will take a lot of patience and calling in “off” hours to get through. Because of the pandemic and record high call volumes, you may need to try alternative methods like social media or going via your state congressional leaders to try and expedite your claim.

PUA vs PEUC and State Extended Benefits (EB)

The Pandemic Emergency Unemployment Compensation (PEUC) and State Extended Benefits (EB) programs are different to the PUA program and claimants cannot continue in the PEUC or EB programs if they are deemed eligible for PUA. The PEUC is essentially an extension of regular state unemployment (funded under the CARES act) and allows for up to an additional 13 weeks of benefits added to the end of regular unemployment benefits. EB are an extension of UI benefits that occurs when a state meets the unemployment rate threshold for a designated period. For most states this provides up to 20 weeks of additional benefits.

Please note, if you had received UC or EB benefits and then apply for PUA, any week of regular UC benefits or any week of state extended benefits (EB) collected since February 2, 2020 will be deducted from the weeks of PUA you are eligible for.

849 thoughts on “The End of Pandemic Unemployment Assistance (PUA) – Future Extensions, Retroactive and Claim Back Payment Issues”

  1. My daughter applied for PUA back on 7/9/20 because we did not realize that she was eligible. To date, she’s received a letter stating she was eligible from PUA, but as of 8/13/20 nothing. She’s about to start back to college and could really used the cash. We thought that maybe it had something to do with her identification so we uploaded her passport, ss card and an old paystub with her address. Trying to call PUA is impossible! Any suggestions on what she can do?

    • It really depends on whether or not you set up for her direct deposit to her bank account or if you did not link her bank account They will be sending the payments on a US Reliacard

I qualified for 12,519 and my end date is December 26, though once that date comes, There will be a little over 2500 of a remaining balance. So what happens to that remaining balance? Or will they pay all of that out once my end date approaches?

      • Hello Laney, the answer is as of 12/26/20 no matter what your balance is your checks are going to stop. All of our checks will. So sorry to b the one to tell u but its true . not matter the balance left all pay will stop on that date. I hope this helped. I know this because I had the same question & that was the email i recieved from PUA .letting me know checks will stop on the 26th no matter the balance

        • Due to the EXTENTION if you were receiving (PUA) and had a number of weeks remaining (a BALANCE) you need to read this because you are eligible to receive PUA benefits until April 5th, 2021 & not the March 14th, 2021 date.(only PUA will be paid if remaining/BALANCE & you WILL NOT RECEIVE FPUC also because that does expire March 14th, 2021 (11 WEEKS).

After March 14, 2021, new claimants will no longer be permitted to apply for PUA benefits, but eligible individuals who were receiving PUA benefits as of that date will continue to receive benefits until the week beginning April 5, 2021 until their claim balance is exhausted. Weekly certification will be required.

      • Did you have a voucher to file this week? I am in Indiana as well and my case is suppose to be good until December 26, 2020 and I tried to file my voucher today and there was no voucher to file. My husband’s was the same. By the date listed we should have 2 more weeks to file vouchers, but they are not posting for us to file this week. I was just trying to find out if others were experiencing this as well. I filed my original claim in April and the claim says it is valid until 12/26/2020.

The Mayor responded instantly, called me, and the next day I spoke with someone from the unemployment office who was able to process my documents and I also finally received email confirmation informing me that they are reviewing my docs. • I called the unemployment line several times and finally got through. After waiting on the line for over two hours k was able to speak to somebody and verify my identity and account was released the next day. I probably just got lucky though. I tried calling at all times of the day and was always told that the lines were full for holding and that I could leave my number for a call back. I finally got through and put on the “hold for somebody in the department” line about 2 minutes before they closed and then was on hold for two hours until somebody finally answered. I thought maybe the office was closed and I was holding for nothing quite a few times, but I also thought well if I stay on here all night, if they are closed, I will be the first to talk to them when they open in the morning lol. Luckily I didn’t have to hold quite that long. I had sent in a copy of my ID and sent emails to try to find out how to resolve this for days about a week before I finally got through…..also I did not recieve my call back from them, where I had opted for one before I finally got through, until over two weeks later. I know they were swamped, but sheesh, they could at least warn people about the long wait….they made it sound like k would receive a call back within 24-48 hours. Hope everyone finally got through this issue. It was trying at the least.

        • Once you get your eligibility paperwork in the mail, that’s about a week; then you will call and claim that weekend, that’s two weeks and if you call on Sunday your card will be there Tuesday and you get paid on Wednesday! But most likely they will send a check the first payment until the card gets there then you should get the second payment on the card!!

        • I had the same issue. Had to hae a 2nd card expedited. Then when I received it and activated it..no f u nds. It’s been 6 wks..unemployment says and shows the money was paid to me on my card buy relia card/us bank says they haven’t received any deposits. It’s been hell back and forth trying to find my money. 2 months with nothin knowing it’s out there and neither unemployment or bank will help. Said to keep waiting. If it was one of them they wldnt wait. 2 months. It’s been a bunch of bs so be careful with their dam card.

    • you activated your card after receiving it, correct? That question somehow feels unfriendly, however, I don’t ask in any way but nicely and no assumptions either way. I stress saying that, as it may appear to be the obvious or the obvious fix (card activation) unless your otherwise “STUPID”, it is not the case and although everything attached to the card says to activate, etc. sometimes there are other reasons one may assume they do not have to, not notice or whatever other reason, and it is also NOT the ONLY problem, that others seem to think and answer you like your a D.A.! So, if you HAVE activated it and there is still no balance appearing, there could be other reasons and only the bank or unemployment can answer/fix for, you. GOOD LUCK! AND HPEFULLY YOU HAVE ALREADY GOTTEN THINGS FIGURED OUT…

Unfortunately, the amount received is lower than the amount stated. Now when I send an email asking about the payment, I get the same, “We have received your email and don’t send multiple emails” message. No other communication at all.

  5. Im in VA. My boyfriend applied and was approved for the PUA. Received his monetary eligibility amount and the prepaid card. Filed the last 2 week claims from july that popped up on July 18th & the first 2 that have popped up in August. Theres still nothing on his card. It says on the paper his PUA period started July 12th and the application was processed on August 3rd. When I call it says ” we see in the system you have filed the initial pua claims application but there is no available paid benefit week “. What does that mean? Is that because money of the claims are open because I’ve already filed them and now it’s just a waiting game? Also how are you guys checking to see when your supposed to be paid and stuff. Should I just switch the payment method to direct deposit to our navy federal account instead of the prepaid?

On that page scroll down till u see weekly benefit certifications. It should list all the dates u filed, then the date they paid it, with a transaction number, taxes withheld and then the amount. Hope this helps

  6. Anybody from Georgia having issues? I filed unemployment in June due to a COVID outbreak at work. A month later finally got processed about 2 weeks later logged in and saw I was eligible for pua so I filled that out and requested all my payments old and recent. I got a letter that says my weekly benefit amount is 318$ it’s been a week since a requested and still nothing? On my application I put “quit due to reasons COVID 19 related” A friend told me because I put that as my reason I probably won’t get it but I’m freaking out I’ve been out of work for 2 months. Somebody please give me advice I can’t get in touch with anyone to help.

    • Quitting as a direct result of Covid-19 is listed as a qualifying circumstance for PUA. It may just take a few weeks to fully process claims. Hope this helps.

To receive PUA, you will have to show that you are unemployed, your hours have been reduced, you are unable to work, or you are unavailable to work because of one of the following circumstances:

      •You have been diagnosed with COVID-19 or have symptoms of it and are seeking diagnosis;
      •A member of your household has been diagnosed with COVID-19;
      •You are providing care for someone diagnosed with COVID-19;
      •You are providing care for a child or other household member who can’t attend school or work because it is closed due to COVID-19;
      •You are quarantined or have been advised by a health care provider to self-quarantine;
      •You were scheduled to start employment and do not have a job or cannot reach your place of employment as a result of a COVID-19 outbreak;
      •You have become the breadwinner for a household because the head of household has died as a direct result of COVID-19;
      •You had to quit their job as a direct result of COVID-19;
•Your place of employment is closed as a direct result of COVID-19; or
•You meet other criteria established by the Secretary of Labor.

  7. Im in Missouri. I had reverted back to my construction work while trying to get a job in the field I just finished classes for when the pandemic hit and all small sub contractors were almost instantly out of work. I knew nothing about this until July so I applied as soon as I found out. I applied for unemployment first and was denied so I applied for the PUA on July 17. I was approved on July 21, got 2 weeks of the bonus $600 but haven’t received, or heard anything about, my retroactive pay. Is it that they are just that back logged right now or am I not going to get it?

  8. Does anyone know if it is worth filling an appeal for PUA back pay? Here in Texas, TWC said not being able to get through on their phone lines/ system to file a claim is not a good answer/excuse when asked why the claim was filed late. They denied the request for back pay…..

    • Sorry to hear Texas is sooo wrong about that. This is a Federal Benefit that their system was unable to handle successfully. In my state we have Assembly Members submitting inquiries for us. Our State Labor Department has set up an Elected Official Inquiry link. There are definitely broken links in the automated systems around the country and also inadequately trained telephone claims center employees answering questions incorrectly!

  10. PENNSYLVANIA BACKPAY?
My husband applied for PA PUA on June 12th dating back to his last day of work which was Feb 29th. He received his reliacard on June 28th but it only had one payment for week ending June 20th. Since then he has received every week’s payment but he is still waiting on his 16 weeks of BACKPAY. On the site it says these 16 weeks were paid and it has a payment date AND payment # but the money was never loaded onto his reliacard. Is anyone else having the same issue?? If the site says these weeks were paid out then where is the money? He has tried calling and emailing but of course there is no one to reach.

Also a lot of people’s PUA apps got hacked, you know the same people who worked at the IRS, and needed 5,000 in target gift cards! Well they send out fake emails trust me I get them all the time, it says your unemployment check is waiting click here to accept it! And then bam they have all your info, and forward you’re money to their bank!! It’s awful!

    • I was denied unemployment and was told they would release my info to Pua. That was in august. It’s December 21st and they still haven’t released my info so I could apply for Pua. So I’m in danger of never receiving any assistance because the system is very flawed. I didn’t know I was eligible for pua until around July. I’m upset for me and the millions of other people who are eligible but won’t receive any help from the cares act or even from our state. This really sucks we need this help but you can’t get any competent people with good customer service on the phone Pua customer service was always nice but Ohio job and family service customer service has terrible people who can’t answer your questions and can’t transfer you to someone who can help you. I had a young lady tell me it’s sucks that I won’t get anything and that my case isn’t unique enough for me to talk to the higher ups to help me sorry for those who going through same thing as me sucks hopefully there will be another stimulus check but as of now I’ve missed out on help from the government.

I immediately got approved but, like you, had nowhere to fill in back pay weeks. I kept calling and calling. Finally last Thursday Aug 6th I actually got put on hold instead of disconnected. 55 minutes later I was able to talk to somebody. She told me that there was a glitch in the system and back pay weeks HAD to be filed over the phone with a real person. They neglected to let anyone know via email or pua site. Idk if this matters but I called right at 1 o’clock (figuring id try right at the end of lunch hour). Was on hold 45 minutes. The lady told me average home times ONCE YOU FINALLY GET PUT ON HOLD are 3 to 3 and a half hours. She also said that it normally takes 2-4 weeks before back pay will be seen BUT since we’re already approved and have received payments it should be about a week.

I hope you get this figured out

These people did not ask to lose their jobs, owe hundreds of dollars on utility bills, and face possible evictions!!!! You better hope you don’t end up jobless because I’m pretty sure if you were in this situation, needing help, or answers, the last thing you would want is some smart *ss telling you to “GET A JOB” If you can’t say anything nice, or be helpful, why say anything??? I am broke like everyone else. Going to try to call the Governor next. I wish I knew someone that worked for unemployment.

        • Omg I’m definitely not going to continue to wait especially for that long. Its ridiculous that it’s like this. I have patience but when it comes to something like this where we aren’t told anything or know what to do but to keep waiting it becomes frustrating. I have a friend that works for unemployment but he can’t do much but verify documents and they are actually working from home. Someone just mentioned asking to speak with a supervisor (if you ever get a hold of someone) and they can push payments thru. I think i may have to result to cussing someone out if i have to continue to wait with no one providing any type of update or information.

        • I can’t get a hold of anyone, the lines are always busy and the live chats kicks me off. Good luck

    • You have to either send an email from your dashboard either the subject BACK PAY REQUEST and specifically request to be back paid from the date you last worked and briefly explain why you haven’t been able to work during those weeks (ex. My employer has been closed as per the governors order because it is not an essential business) or call the PA PUA phone number to make the request.

      Hope this helps!

  18. I applied for state unemployment the 29th of March, I got my denial letter shortly after. Was denied bc I only had wages during one of the base periods due to breaking my ankle so I was unemployed for a while, but they didn’t count my most recent pay because it was not in the base period wages dates. So my employment for 6 months before the lockdown started didn’t mean nothing. I didn’t know about PUA, so when I got the denial letter I thought that was it, just figure out a way to get things paid. I just found out about PUA in July because of a letter sent to me. Entitlement Determination for Pandemic Unemployment Assistance, that is when I started calling the unemployment office and looking up what I was to do. Found out that Kentucky residents are automatically considered for PUA. So I logged on to my unemployment account and checked to see what my status said…it said PUA so I requested payment, BUT I don’t know if that is how I was suppose to do it. It’s been a week and I have not recent anything, I requested again today. I have also been in the callback queue for the unemployment office for a week now. I’m in the process of looking for work now that most places are back to hiring, but I could really use that money…I’m over $1,200 behind in my rent and I don’t know how much longer my landlord is going to work with me on it. I did okay the first 4 months, but the last two months it’s been really rough. I’m going up to the electric co today to ask for an extension, which I know they’ll give since I’ve done good keeping up with paying that through all this. My question is, how do I know if I am actually going to get it? My UI account claim status says “your claim has been processed. Please request your payment as indicated during claim filing. Program: PUA. I am so confused and think that it is wrong that all I was sent is a denial letter, nothing about this PUA until July.

    • Kentucky is processing claims really fast. You are following the right steps and that’s why you got another letter about your eligibility and your benefits with PUA.

You will request your first payment 13 days after you file your claim. Payments can be requested until Friday of the given week. You will need to request either by calling 1-877-369-5984 or visiting http://www.kewes.ky.gov. Pandemic Unemployment Assistance (PUA) claimants must request payment by visiting http://www.kewes.ky.gov

According to the official website should be paid within 5 days.

    • What state are you in? Hoping they do the same for me, I have been waiting almost a month they have answered when I call but said they were backed up in SC from all the claims filed after July 4th. They responded quickly to denying my UI which I knew because I still have a job, just can’t work due to hours cut in department when my kids school close that put me all the way on leave, and then I have my granny who I care for. So my boss sent info for me. Then unemployment agent did the PUA claim and interview. She said I should be approved because I already have all documents, work and paystubs, and schedule showing haven’t work since April. Plus letter from grandma doctor that she high risk and from my boss. So now when I call they all just say give it a few more days to process. Original date was 7/10. Then PUA interview was done and documents submitted, and all 7/13… yet I’m still pending resolution. I’m trying be patient cause I know they over worked and short staff, but I wish I could have date at least for bills. They processed you fast that’s why I asked what state!

I have a question… when did you file for PUA and did you have to request any back pay? And if so how many months did you get for back pay if you don’t mind me asking.

      Thanks so kindly

    • Gov2go app is for payments made not recieved according to an email I recieved from Gov2go support. You will need to call the automated system at VEC to update your bank info for incoming payments. I also had CashApp with my retro payment rejected and I still haven’t recieved it. I was told by employee of VEC that people are still waiting for it months later due to excessive fraud cases involving CashApp. It’s been 5 weeks for me. I get my weekly payments but still no retro.

    • She/you have already applied for the PUA, not regular unemployment…but PUA. You cannot file for PUA until after she has submitted a claim to her state agency for regular unemployment. If she requests payments from those dates. Regular unemployment requires you to certify each week, PUA requires you to “Request Weekly Payment”. I didn’t know that either, but YES, she can get back pay, she just has to claim each week individually.

      • Do you know if that will be an option online or do I have to call? I have been calling and calling with no luck. We also filed late, will that be an issue?

        • I think back pay ended on the July 31st deadline for the extended benefits. From what I seen there is no longer an option to submit more than one certification unless you miss a week you can do 2 but no more.

      • My unemployment ended around 1st of November and i applied for the peuc and i got a letter saying everything was done correct i made enough money to be eligible and then all of the sudden my accounts on hold, but i can still certify each week which i was told to do then beginning of the year my balance all the sudden jumped back up to almost $8,000 but nothing else has changed. Why would i vet approved then all the sudden be put on hold then refill my unemployment benifit balance but still not give me a check. And why have me keep doing the weekly certification? Anyone have any thoughts even a fucking guess from a dipshit at this point would be better than nothing cause ive been trying to reach the unemployment office here since November!! Without having spoke to one single actual person.. Its just crazy cause all of these calls from people just wanting a little bit of information can be answered and dealt with from the workers couch at home. But nope lets just put an automated service when people call that just sends them to 100 different numbers or websites that lead back to where u started. Shows how unprepared our country amd planet actual is when it comes to any epidemic and especially a pandemic.

So, I found out that I had to upload ID verification to the document part of the portal (I sent my ID, BC, and gas bill for proof of address) after I uploaded everything, I had to email [email protected] and let them know that the ID verification documents are in the portal

And on the email, I had to include my full name, claim number, last 4 of SS, address and phone number.
Idk if ur issue is like mine, BUT if certainly can’t hurt to do what I did)
I hope everything works out for you

I’ve reached out to pua almost everyday with the reassurance that they are going to unlock my account. The reason they flagged my account, supposely be because I was using cash app for my direct deposit. Now I got to submit 2 picture identication, SSI card, birth certificate, proof of my address, statement from my bank, a letter for my employer but I’m self employed , however I still got my clients to verify that I work for them. Also an representative locked my account a second time for no reason. And they all are giving different stories. Nor will they resend me the link for I can get this issue resolved. My bills are coming in August and no money is coming from PUA. Please anyone help me.

Cuz I can tell you honestly I don’t know and exactly what I sent that was on you know the questionnaire nothing but it’s pretty much all I sent and I was cleared not much longer I took a couple days for that and then I was cleared of only one of my issues called them again and then dude did something for me on the phone said it might take two to three days minimum to a week to week and a half tops for the last issue to be cleared and everything else as well but funny thing is is it literally took until the rest of the day instead of taking at least two to three days so and that was now going on to two days ago but my s*** has been said paid since and right now currently waiting for payment to come through which I was hoping for it by now but hopefully it’ll be within the next few hours. and I apologize for the length of this reply loland if any parts of it make absolutely zero sense it’s because I’m using voice to text my bad

I’m in Pa filed July 26 and sent an email asking about back pay according to the Pa website it should take 1-2 weeks to receive back payment.

    • You have to call until you finally get ahold of someone. Try calling from a landline and either first thing in the morning (start trying like 10 minutes before they actually say they open lines I believe its 8am so start at 750am) at like 1pm right after lunch. It’s a major pain in the a** (excuse my language but it is). It will probably take a while to finally get through to someone but it is the only way to get all of the back pay and the back pay of the extra $600. Hope this helps a bit and good luck.

I’ve done 17 weekly certifications dating back to March, and I intend on doing one when this week’s comes out. The problem I’m having is a week and a half ago I was told that my claim was escalated and I should receive a call back in 48 to 72 hours. No call back, claim still says pending, and I can’t get anybody on the phone. North Carolina is backlogged big-time but I want to know if there’s a better way for me to expedite my process. Unfortunately I have family that is ill overseas, and am flying abroad in mid August, I can’t access the website/phone from there. Hoping to have a resolution before then, and appreciate any pointers. anybody.

    • Hi! I also live in NC. I’m self employed and lost work immediately on March 17. After the relief package passed, I knew I’d first have to file and be declared ineligible for regular UI, which I did in March. A day or two after they started accepting PUA claims in late April, I filed for PUA.

I never was able to fill out weekly certification on line or over the phone. There was just no link to click, and when I called and entered my claimant ID and PIN, I was told I didn’t qualify for UI and would have to use another program.

All this time my PUA claim was pending and no one can tell me WHY my claim is pending and what – if anything – I can or need to do to get it moving.

Ive called the PUA hotline many times since early May. No one can tell me what the hold up is. I’d expect that if I had not done something correctly, they’d notify me in writing. Nope! All I’ve gotten from NC DOC/ESC is emails telling me to log in to my account and check for messages. When i do that, all I see is two notices telling me I’m ineligible for UI, but nothing about PUA! Then I get the same docs mailed to me via USPS.

I’m not the only one. A friend applied for PUA but at least he got the correct PUA (not UI) questions sent to him. He filed out his first Weekly Certification but they booted him off line during the process then kicked him out for not filing completely. He called them and they fixed the problem – and finally got paid after 10 weeks of waiting.

I’m waiting 14 weeks. Since filing my initial UI claim I’ve spent 85 hours dealing with it over the phone or on-line. In the last two weeks I’ve spent 25 hours talking to perm ESC staffers, ESC temps, and PUA contractors. They all asked me why I hadn’t filled out my weekly certification and I told them I’m on a Mac and I had no choice/ability to file weekly certification – there was just no link to click. So someone said they’d open up my claim backdated to March 17, but they really only started another UI claim backdated to early May. I had a link for weekly certification, and when I called the PUA hotline to ask about the incorrect backdating, I was told they’d also sent me the incorrect Weekly Cert questions. They said they’d escalate the complaint, and that I’d hear from someone in 24-48 hours, but nothing has happened.

Last Friday I was on the phone with 5 different agents. Two disconnected me due to technical problems. Two disconnected me when they said they were trying to transfer me to a supervisor. The 5th guy told me realistically it was taking 7-10 days to get calls back from a supervisor with escalation.

My question is why is NC DOC/ESC so screwed up that it requires this much wasted time on our parts trying to resolve issues like this??

I’ve even called a local news troubleshooter, my state House member, and a friend who works for the Governor. But nothing has happened to move this forward.

        • My mom is having the same issue getting payments but no back pay date like yours changed to 27th but now changed again till 8 3

        • Arizona Pua Same issue here. Payment date showing on claim was 7/20 for all the retroactive weeks of Pua Originally. However on 7/20 I received Payment for current week only.
The payment date for all the retroactive weeks then changed to 7/27. However on 7/27 I received payment for most current week of certified unemployment and the payment date for all the retroactive weeks
Again jumped ahead a week to 8/3. What’s going on? Will I ever receive lump sum payment for retroactive Weeks?

        • I’m having the same issue now it’s jumped to 8/10 has any of you found a number to call?

        • My paydate for all back pay just changed again from 8/3 to 8/10. Before that it changed from 7/27 to 8/3. Does anyone know why this keeps happening?

        • I am also in Arizona and also got my certified payments, but the backdated payments the payment date keeps changing each week. Were you able to find out and additional information on when the backdated payments might come.

        • I got my card July 07 and 4 weeks of benefit but not 12 weeks of retro missing benefits, that say “Paid” and taxes were taken out. Seems like there is some money missing here in Arizona. The only Issue I have it says I was ‘paid’ and taxes were taken out but I was not ‘Paid” benefit’s for anything before 07/01.

  39. My husband filed for UI in NJ in April, they denied him, they said file for PUA, he did and now it’s almost August and he has heard nothing at all. What should he do??

    • Hi Michael, Im also receiving GA PUA. All you need to do is ͏type in the date each week that you were out of work, answer the questions, submit, and then repeat for the next week. It is very time consuming because you have to do each week separately. But it’s well worth the time.

        • Daisy, at least you were getting checks for 14 weeks, there are lots of us that haven’t got anything!
Mine has said , Active, eligible , and pending for 12 weeks! I haven’t got anything! It sucks for all of us! There are scammers out there and they send you unemployment emails, and people open them and click on where it says , you have a check waiting on you, and bam they now have breeched your info you put in, so much fraud going on that it has screwed up all states unemployment! I know the workers are just as aggravated as we are, dealing with people cussing and yelling at them. I hope your stuff gets resolved along with everyone else, but I think everyone calling them all day everyday, is just taking up time where they could be working on getting this sorted out!

    • My wife and I are both on PUA and have been since April and everything has been fine, going on 5 weeks now and no payments since June I called and talked to a nice rep and she said that more than one person filed claims under the same address I said yes we all live on the same property and are all unemployed and our employer is still closed she said she did something and to check my dashboard in 48hrs and still nothing has anyone dealt with this

    • The same thing happened to me. I am on my 4th week of “in progress” with everything $0. I uploaded to the portal a copy of my DL, birth certificate, and gas bill to verify my identity. Then I emailed DLIVerify [at] pa.gov to let them know I uploaded all my ID verification in the portal. (In the email, you must include full name, claim #, last 4 of SS, address, and phone number). And, then they said I just have to wait…. Been waiting over 4 wks and getting extremely frustrated. I’m also in PA. (**I found this info on Reddit and thankfully when I did get them on the phone, it was the correct thing to do)

    • having the same problem. The reason your payment is still processing is because of an IP address which they need to verify your identity. So you have to send over a copy of your drivers license, tax forms, social security card and birth certificate. Send everything to this email address [email protected] and make sure to upload the documents in your PUA dashboard as well

    • Call your state or local rep. They will help you. I called a few weeks ago because I haven’t recieved pay in over 8 weeks but on the website it says all weeks are all payed. But I contacted my state rep for pa and they reach out to unemployment to get the ball rolling to fix it since there is no way for us to get ahold of anyone

Benefits from down there but I move back home to Pennsylvania. Do I transfer it or what I’ve tried looking it up all night and can’t find much? Please help!

    • I am not entirely sure but I was living in PA and working part-time in Maryland. So I will try to answer as best as I can. I called the state of Maryland and they said I had to file for PUA in the state I reside. When I filled out the initial claim for PA there is a section about employer TAX IDs and there is a button that says “click here if you earned income from a state other than PA” and then you can enter that information there. You can also upload your tax return and any documentation for 18 months ago to show your income from the other state. I sent a PDF of my W-2 from Maryland as well as PDF of my 2019 tax return. When you fill out the weekly claims for benefits it asks you which employer and shows you a drop down menu of the employers you had previously listed, including the out of state. If there were multiple earnings from different employers there is an option a few pages later to add more earnings from another employer and then you would be able to indicate which one.

  44. Hi my claim is through NY, I have received just about all of my PUI benefits, however, I am like 5 payments behind for the $600! July is the last month of those payments, will they still deposit back pay after, or is it just a done deal the last week of July? Also, is there any contact info you could give me so I can attempt to speak to (or email) concerning the back pay?

  45. I have been receiving payments however only since May which was I first applied. I spoke to rep and they changed my effective date back to March. How do I file for the back date missing weeks or will they just send a check for the missing weeks from March to May? On my dashboard my effective date did change from May to March but how do I file for those missing weeks? Thank you.

I only spoke to our local office at thecareer center and was told I could request those weeks but how in the world can we speak to ANYONE to request ANYTHING!? and Will the 600 still count if they make us wait months to reach them?
