2024 Update on Stimulus Check & $900 grocery Benefit for Seniors, Retirees, Veterans and the Disabled

[Latest Stimulus Check Update for Seniors] While multiple rounds of stimulus payments have been made over the last two years, many are asking if the government will make another (4th round) of payments to help folks cope with higher inflation and the rising costs of basic goods and services.

While there is no actual stimulus, there are supplementary grocery benefits available via the Food Assistance for Older Adults programs via medicare advantage plans, that can provide up to $900 for seniors in qualified groceries.

Along with the 2023 SNAP increases and pandemic emergency allotments (which end in March 2023), this should reduce food insecurity amongst our older population.


Approximately 5 million, or three out of five seniors who qualify to receive SNAP are missing out on benefits.

[Prior/old updates] Congress officially nixed a one-time payment of $250 in 2010 to Social Security recipients who haven’t received cost of living adjustments (COLA) since 2008.  The cancellation of a $250 SSI payment in 2010 was justified on the basis of low inflation (see update below). But many seniors are feeling the pinch of inflation, especially around medical services — a big-ticket item for seniors. Many believe that the $250 payment would have been a good economic stimulus payment, since there’s a good chance that most of the $250 would be spent immediately.

While many seniors could easily survive without the $250, there are also millions of seniors who are struggling to make ends meet (just see the comments below in response to this article), particularly if they have high medical or disability costs. Congress really should have found a way to provide the $250 SSI payment to those seniors who truly need the money, instead of tax cuts for the super-rich.


[Update Nov 2010] The Social Security administration recently announced that there would be no 2011 COLA increase, meaning the monthly SSI payments in 2011 would remain unchanged for the second year in a row. Clearly our senior citizens are being hit hard, which places more pressure on Congress to approve a 2011 Bonus SSI payment (supported by the Obama administration). With the hundreds of comments on this topic, people are clearly upset about not receiving the bonus SSI payment or a COLA increase yet again.

Fortunately, Ways and Means Social Security Chairman Earl Pomeroy recently announced that the House will take up the Seniors Protection Act when Congress reconvenes later this year [this measure was quashed]. The Seniors Protection Act of 2010 will provide a $250 payment to about 54 million Social Security recipients. Congressman Pomeroy introduced the bill, H.R. 5987, in July, and has since worked to ensure that this bill will be enacted before the end of the year. Congressman Pomeroy received assurances today from Speaker of the House Nancy Pelosi, and Ways and Means Chairman Sander Levin that this bill will be brought to the House floor and passed when the House reconvenes in November

Individuals receiving Social Security benefits have seen everyday expenses for drugs, medical care, utilities, housing and food increase while Social Security benefits have remained unchanged. Seniors and others receiving benefits face ongoing struggles to meet these costs given the modest level of their benefits, amounting to only $14,000 annually, on average.

“In this economy, seniors are struggling to make ends meet,” Congressman Pomeroy said. “Passing this bill will ensure that the lack of cost-of-living-adjustment will not jeopardize seniors’ ability to survive on their benefits. All Members of Congress should join us in supporting this legislation which will be fiscally responsible and upholds our bedrock promise of economic security for our nation’s seniors”

[June 2010] Unfortunately the Democrat-controlled Senate has rejected a measure by a 50 to 47 vote that would have given seniors a one-time Social Security benefit payment of $250 to make up for the lack of a cost of living increase. The jobs bill, which contained the $250 SSI provision, was rejected despite President Obama’s backing. The payments which would amount to $13 billion, where earmarked in the jobs bill – which was deemed too costly by lawmakers trying to allay their image of big spenders.

The badly needed Social Security payments would have helped 57 million seniors, a risky number to overlook considering the fall elections and how badly incumbent politicians are viewed. This year marks the first time since 1975 that Social Security beneficiaries didn’t receive a cost of living (COLA)  increase, which means an extra one-time SSI payment may become a reality later this year if a new jobs bill is introduced to further extend unemployment benefits or the COLA provision in President Obama’s budget is approved. [Update Jan 2010] The additional $250 payment in 2010 is now also part of President Obama’s 2011 budget proposal, which means this payment could be received later, rather than earlier, since the budget needs to get congressional approval. Stay tuned for further updates.

Rep. Walter Jones (R-NC) introduced the bill (H.R 3557) on September 14, 2009 that would provide the $250 payment in 2010, detailed below, for an emergency Cost of Living Allowance (COLA) for Social Security recipients. The bill has been has been referred to the Committee on Ways and Means for review and should be put to a vote on the Senate floor in the next few months.


[Previous update] President Obama has proposed extending the 2009 economic recovery payment of $250 into 2010 by providing another payment of $250 to retirees, veterans and disabled people already receiving Social Security benefits. This additional payment will potentially be funded via the $787 Billion economic stimulus package and is expected to cost $13 billion in total.

“These payments will provide aid to more than 50 million people in the coming year, relief that will not only make a difference for them, but for our economy as a whole, complementing the tax cuts we’ve provided working families and small businesses through the Recovery Act,” Obama said in a statement.

President Barack Obama is calling on Congress to quickly approve the $250 payments to more than 50 million seniors to make up for no cost of living increase in Social Security next year (according to the SSA which has cited negative inflation this year as the reason).

The new benefit would be $250 – or equivalent to a 2 percent increase in benefits for the average Social Security retiree beneficiary. Under the rules no person could “double dip” and receive a $250 Economic Recovery Payment through more than one program. Nor could they receive both an Economic Recovery Payment and the Making Work Pay tax credit.

The $250 payments would go to those receiving veterans benefits, disability benefits, railroad retirees and public employee retirees who don’t receive Social Security. Like the 2009 $250 payment, the additional $250 social security payment will most likely be paid out by the SSA and not count as income for SSI. To date Economic Recovery Payments have been made to 55 million people including seniors, veterans and people with disabilities and totaled $13.7 billion. Most of the checks were mailed out in May 2009.

To receive the $250 payment, the beneficiary’s address of record must be in a valid US state or territory. Only individuals eligible for Social Security, SSI, Veterans, or Railroad Retirement benefits at any time during the months of November 2009, December 2009, or January 2010 may be eligible for the extra payment. The $250 payment will be delivered in the same way your current Social Security or SSI benefit is sent.

In addition to this legislative proposal, the IRS and the Department of Treasury will take steps this week to prevent reductions in the amounts that workers can contribute to IRAs, 401(k)s, and other aspects of tax-favored retirement systems in 2010 that some feared could result from negative inflation over the past twelve months.

People in America are generally sick of the mismanagement of government, and government against the wishes of the people, whether it was Bush or now Obama. We are not going to fix it with our vote, because they have bought the system with their own people………….with liberty and justice for all.

  7. I would like to know what planet our legislators are living on. Here on earth the prices are soaring and Social Security Disability does not provide enough money to even pay rent and utilities, let alone food, clothing, medical and other necessities. My check is enough that I do not qualify for harldy any state aid either. Food, heating and gasoline prices have gone through the roof. Lettuce at $1.38 a pound is unheard of, but if I want a salad, I have to pay that amount or drive 30 miles to get it using $10-15 worth of gas….you choose. $250.00 would be just a drop in the bucket, but it would help. The big FAT CATS who ran big business into the ground by outsourcing everything get bailed out while the people who worked hard get shafted. It also must be nice to have a job where you can vote to raise your own wages, make legislation to starve the poor, and to have the opportunity to be as depraved as you want without danger of real prosecution….that’s our government. We need to get back to our root values (Christianity and democracy); and we need to start helping our own people. Stop helping the Fat Cas get fatter and help the people who really count in this country….its citizens. Yes, people need good health care. Don’t give them charity or socialism, guve them jobs and dignity so they can take care of themselves and their families.

    • Money is a motivating tool. The American government should print up as much as they can and use it to motivate people to do the right thing. Look around, there are thousands of things that need to repaired and/or recycled. A good president would lead people to do this and printing up lots of money is a good way. It’s just a green piece of paper, so why not? I’m so sick of Obama. He didn’t figure it out for America. He’s taken this country no where. Socialism should be social. It means people should help other people, not try to control them with banks, government and psychiatric medications.

  8. No S/S COLA for 09/10 created massive revenue for the government over these two years. We are broke. But—-we can finance a plan to give Chevron millions of tax dollars to install solar parking lot covers over our public school parking lots where as they will gather green enegry and then sell it back to us. That’s public tax dollars and public land being given to private business of which those responsible for bringing this plan to reality are probably heavily invested. Life couldn’t be better for Chevron or those in our government that can find much better use of S/S COLA money than returning it to the idiots that invested throughout their entire life into this phony lie…….By the way, Chevron and their co-hearts have increased gasoline prices in my town by .40 cents a gal. since the first of the year that supposidly has a zero COLA index……what do you think they are going to do to our electric bills when they get the death grip on that too?

There are those up there that envision converting that “hard matter” into a meat by-product…….and to the republic for which it stands……….??????

  11. our car insurance just went up $72.00 a year the reason I have gotten in the 64 to 70 age who have a lot of wrecks even though we have had insurance with them since 1972 with no wrecks or speeding tickets also the power company just got an increase in their rates and don’t for get gas prices on the rise.

A law was passed in the 70’s that recognized the absolute need to adjust S/S payments iaw the level in increase in the current cost of goods and services. But we now have a new group of leaders that incorporate the word “illegal” into something that government must provide assistance to nurture and exploit to their benefit, as in “illegal immigration”, even if it means stealing from it from the worthless bastards that have spent 65 years building and defending this country……..YOU ARE LOOKING FOR MORALS IN PEOPLE THAT HAVE NONE……..(they have power and money)………and your question goes unanswered

I wrote my congressman and just got a responce letter 3 wks later he voted against SRS. getting a cost of living raise he tried in the letter to explain? why he voted against we SRS. i have since sent him an email reminding him he VOTED HIMSELF A RAISE. Now we done it again in 2010 and there still ain’t nothing going to change. When the Corporate world is allowed to “purchase” the law making seats in our government, you no longer have a government, you have a dictatorship. It appears that the people in Egypt are responding to that kind of leadership. California is broke, and the choices we were given (vote em out) was another one of “them” for Governor. So, as long as they have us devided 50/50 over the issues, there won’t be an Egypt here, and voting them out won’t work either….maybe one day we will all learn what Egypt knows now, and that is togetherness will work when “vote them out” won’t……….

Strange thing: The Congress doesn’t want to give us the monthly COLA, because of “low inflation.” However, do they take into account that some states (like CA) and the US government too the equivalent of SEVERAL YEARS of COLA from those on SSI. Moreover, have they even considered that in some areas of the country, like where my husband and I live, the cost of living has actually skyrocketed? I hope and pray they change their minds this year, and give us the COLA back in future years. Consequently, IF WE CAN’T SPEND money, even on BASIC necessities, WE CAN’T even start to HELP RESTORE the economy.

  18. Agreed Ab, but as the converstaion evolves, the real truth begins to become clear. The Republicans want the S/S funds invested in the stock market, where they can manipulate the figures, and control the payouts without any political backlash. Very much like the 401K system works today, as millions of investors transfer their stock investment into safe bond investments, but only after the market fell through the bottom and their stock value was depleated. Now they will move that money back into stock investment, so the stock they bought at 11,000, they sold at 9,000 (a big loss), and now they are going to rebuy that stock again at 12,000. This is how they want to control and manipulate the S/S payouts………they are not stupid, we are……………………

  20. Little is being said about just how much benefit the Government is realizing from the phony zero COLA projections for 2010 and 2011. It can be simplified somewhat simply by deducting just one dollar a month from each Social Security recipiant, and multiplying that times the number of recipiants that get a check each month. That number is said to be 58 million, and that would be 58 million dollars a month benefit to the Government each month. Now if the COLA that we didnot get would have been just 3% and that equated to $30 a month COLA for the average recipiant, that would then multiply 58 million times $30 a month, then times 12 months a year, then times 2 years, then times the remaining years current recipiants live. I WAS SENT A $250 CHECK IN 2009 THEY SENT THE CHECK BACK BECAUSE I MOVED I GAVE THEM ALL MY NEW INFORMATION SO THE CHECK COULD BE SENT TO THE NEW ADDRESS I TALKED TO SOCIAL SECURITY FOR OVER A YEAR I WAS TOLD I WOULD GET THE CHECK, I TALKED TO SOCIAL SECURITY AGAIN THIS YEAR 2011, I WAS TOLD I WILL NOT GET THE CHECK, COULD SOMEONE TELL ME HOW TO TALK TO SOMEONE AT THE WHITE HOUSE AND TELL THEM HOW SOCIAL SECURITY IS KEEPING MONEY THAT RIGHTLY BELONG TO MANY PEOPLE ON SOCIAL SECURITY.T

  22. I believe that all on Social Security should have a raise in 2011. Government officials have voted in a raise for themselves. How about they don’t take their raises and do make sure people on social security get theirs. After all , we have paid into the system and the government officals have depleted
    the savings for seniors.

Someone suggested that they do a SRCOLA, I like this idea. If they vote themselfs a raise, VOTE THEM OUT OF OFFICE. If they vote not to give those on social security a paltry $250 stimulas, VOTE THEM OUT OF OFFICE. It’s time to stand up to those who have been in office for waaaaaaaaaaayyyyyy to long.     • Crochette, I agree with you 100%. We deserve the COLA and a raise as well. When you stop and think of it, the fed. government officals can vote theirselves a raise and not think anything of it. Let those drawing any funds from S.S. etc., and push for a raise will be put on the sidelines and passed over.
      Another thing is Obama, and Congress went all out to provide the Unions and the workers many, many benifits, such as their retirement benifits, healthcare, raises, and other additional perks.
      (Not to leave out all the other Bailouts of Banks and Auto companies. They are Bailing out Banks and Lending companies of Foreign Countries, all of which do not do any business with the USA at any time ever. This is tax payers money, not theirs to pass out as they see fit.)
      The union workers didn’t do anything to deserve all the extras, but they were members of the unions where they work, and backed Obama in the election. The Unions themselves were the Big Winners from the Bailouts and additional perks that they received and will receive in the future from all this spending garbage.
      The people on S.S , S.S.I. , who are disable from birth defects, mental handycaps, accidental injuries, or medical complications that occured during war injuries etc. , are looked at as if we don’t need any help. We are just a thorn in the side of the fed. gov.. We are something that could be expendable. (That means NOT NEEDED or no longer USEFUL). Truth is we are the problem and they have no need for us. They have depleted all the money in the funds set aside for S.S. which included interest. Now they use excuses not to help those that need it.
      They just added yet another year of unemployment which totals three in a row. Many of them are lazy and wont work and have another year to live for free. Many cant get a job, because they are either over qualified or under qualified. Think about who really counts, not us.

You have to vote for the party that represents your interests. There’s really not much you can do either way. The entire system is a joke and your vote doesn’t mean much.

      • I totally agree with you Jeff. The Republicans are the ones who voted down the stimulus money for those of us struggling from day to day. I watched a t.v. program about all the decorating that goes on at the white house during the holidays. All those staff members that it takes to put up all of those Christmas trees and build gingerbread replicas of the white house. It was very amusing, to say the least. They could probably help several family’s in need with the money that was spent. I’m sure that it is overwhelming when a new president comes to town and sees all the money wasted. The system is indeed broken! Here we are having trouble putting groceries on our tables and all the legislators have no idea. Most of them were born with a silver spoon to begin with. They have never really known what struggles we face, nor do they care. When our government looks out for big corporations, all their money funding their campaigns, takes precedence over the average working man and the less fortunate.
        When I hear people complaining about Obama and his family taking vacations and using our tax money for such, I can’t help but wonder if the people complaining, ever complained about the previous presidents and their wasteful nature? There needs to be a back to basics move but where does it start? God says that our focus in life is where we lay up our treasure, for there will be where our heart is also.
        I’m thankful for what I do have but the poor and middle class could sure use some help!!!

  25. I too live on less than $1200. a month and that $250 stimulus package would have been an enormous help. It would have at least paid for a much needed Dr’s. visit !!!!
    Where is Congress getting their figures? Apparently they don’t have to buy gas (over $3.00) or groceries like the rest of us. They can just send the ‘housekeeper’ out to do it for them so they don’t see what is really going on out here..
    Who gives them the right to give themselves raises before that of their constituents ?
    We can impeach the president – why not the congress ?
    Bush created the mess we are in – yet he sits back getting govt pay and medical for the rest of his life. How fair is that ? He should hang his head in shame – and will when he meets his MAKER.
    Obama knowingly walked into the job as president. His ideals were great but not his tactics. Sadly he is far too passive. He needs to work harder to get the votes needed to pass stimulus packages for Social Security recipients. When he is done with that – he needs to change the ‘rules’ for congress too. They need to learn to live on unemployment, Social Security etc – just like the rest of us !!!!

  30. Not just seniors are hurting, those that on SS Disability income are affected too, especially when you have two kids who are try to go to college. The cost of food is continously increasing, utilities are outrages. No one can survive on $600 or $1,100 a month. It is impossible.

No retirement from a company..only wht the govt. sends him. I am 62 and still cleaning houses just to get us by. There is never enough money to go around. I have had all my utilities turned off at one time or another, due to not enough money. These people vote themselves pay raises, never giving us a thought. The old saying is true..the rich get richer the poor get poorer. Thank goodness I have God on my side. He truly is my source.

        There are more homeless people in the California than ever in our town of 48,000 we have 12,000 homeless, and one death a week from freezing to death.

  35. Low inflation does COLA live under a rock ? I get my medicine from MEDCO mail service last year the premium was $40.00 DOLLARS per month this year it has gone up to $62.00 per month also last year the decutable was $100.00 this year it is $250.00 . Also MEDICARE has raise it’s decutable . IT looks like even OLE ANDY will not tell the truth when he states in his commerical that medicine would be cheaper this year (2011) for seniors on MEDICARE .
    Gas prices in my area have increased .50 cents per gallion to all most $ 3 dollars per gallion but yet COLA still claims because of low inflation there will be no cost of living raise . I just wonder does this include every one who get’s cost of living raises?

    • Sorry Jim, the COLA is figured from the 3rd quarter of the year. It was calculated as being lower than 2008 and 2009. This is a complicated system for me to explain. I am trying to figure out how the numbers are found and used to decide the outcome. We will not be getting the COLA or the $250.00 for 2011 either.
      I use to have MEDCO which is not a part of medicare. I don’t have any insurance of any type now. My wife has medicare under S.S.I. and it does not help with meds.. We are getting our meds. thru Walmart pharmacy at a cheaper price than a part D ins. supplement cost. I have no deductable and no increases to deal with. Do some figures for yourself, add the cost of the meds., the deductable and the premium for a full year, then compare this to all the cost of the meds you buy at Walmart. You should have your answer if you need to keep what you have. You can look into assistance with meds. thru DSS, and the internet search engines or sometimes thru your doctors office. You have to ask if they have any programs with the manufactures of the meds. that will give them to you free. I know that Plavix has a program, but it works with the doctors that perscribe it. Good Luck !

  37. I am forced to live off SSI($674) a month and i am disabled so i am unable to work never worked a day in my life because i can’t.. I would love to see them try and rent a place and live off $674 a month. I have to live in a 37foot 1987 fleetwood 5th wheel leaking roof rotting floors and almost no heat. because of it hell i had a glass of water siting next to the bed and it froze over solid while i was sleeping! I sit at the house all day because i have no cash to even drive to town, If my 95 Voyager wheelchair van breaks down i have no way to fix it. After all the bills are paid i am lucky to have $50 left and thats not even buying any food. Its been getting so bad that a bowl of dry dog food with water looks good and no-one should even have to think of that…. I think for people who live off the $674 a month should atleast get $1000 amonth to cover bills because $674 does not cover it! the Poverty level is $10,830 well i get $8,088 a year that is over $2000 below the Poverty level! what do they want us to do??? Shoot we can waste so much money on their cars, FLights over seas, or vacations maybe if they cut back on some of the useless stuff they do that can gives us what we need. Think about the boost it would give the economy if all the people on SSI started spending $400 more amonth? I wonder what would happen if when time for voting came around noone voted?

Not $2-300 house. I sit home all month. Because I don’t have the money for gas to go anywhere. It’s a struggle to find money to get gas to go to medical appts.       You should apply for Section 8 housing so the housing will pay
      for some of your rent and heat.
      I bet your paying rent for your mobile home to be in someones
      lot, so you should apply for Section 8 housing.

      You should apply for food stamps along with medicaid, it is
      worth a try.

  43. As far as I am concerned Obama and Congress need not fight over a $250 check for my wife nor myself. The last time we got a $250 stimulus check we had to repay the entire amount at tax time. Not the tax on it, but the entire face amount. The guy who does our tax returns told us we were required to take the stimulus off our income tax return. Since the wife works a part time job we get the earned income credt. If the $500 had not been paid us to begin with, we would not have had to pay it back. And as far as no COLA? Everything we buy, from food to the city sanitation bill has gone up at least 4.5%, and is due for increase in 2011. When do we get a little relief?

I live in Massachusetts and the health program works.I am sick and have been taken good care of because of my health insurance I get from the state.My son also gets health insurance thru the state and pays a premium alot cheaper then if he got insurance thru his job.I know so many people who lost their jobs because their company moved their jobs out of the country.A big hotel here in Boston was bought out by another company and fired all the union help to hire part time employees with lower lower pay and no benefits.I could go on but I won’t just take a
    look around and see what the big corporations and the republican party is doing to us and this
    country. What does it mean to you when they want to give tax cuts to the rich. The fact that

I would like for them to live on what i have to work with.that 250.00 was not much but it would have helped a little. my congress man voted agaist us getting an increase and the 250.00 he will NOT GET VOTE IN THE FUTURE I THINK IF THEY MAKE A PROMISE GET IT IN WRITING AND THEN SUE THEM IF THEY DON,T KEEP THEIR WORD AFTER ALL ITS A BUSINESS DEAL ” YOU VOTE FOR ME AND I WILL WORK FOR YOU” seems fair to me. vent time over

    • I see on the News Report says Billions Wasted in Afghanistan . This is another thing that gets me Upset we Toss Billions at Afghanistan Iraq and are own People of the USA cant give 250.00. But Billions wasted in Afghanistan – Gee Thanks
